Dear Chief Proctor:

As the Chairperson of the Council of the District of Columbia Committee of the Judiciary, I have received numerous calls concerning certain recent personnel decisions. The community is very concerned about the process involved in these actions.

As part of my oversight responsibility, I am requesting that you submit to me in writing, the reasons for the dismissals of Commanders Reginald Smith, Winifred C. Stanley and John Daniels, as well as the justifications for the promotions to Commander of Inspectors Lloyd L. Coward, Joseph T. Adamany, Stanley Wigenton and Captain William P. McMannus and the reasons for the promotions to Inspector of Captains Michael J. Radzilowski, Brian Jordan and Jose Acosta. Also, please forward to me copies of letters you sent to all affected individuals notifying them of these personnel decisions.

In order to move toward a stronger Metropolitan Police Department, it is imperative that we establish clear programatic performance ground rules, particularly in respect to personnel actions affecting our command staff. I look forward to receiving this information by close of business on Friday. If you want to discuss this further or have additional questions, please call me on 724-8058.
