ANNOUNCE NATIONAL CAPITAL REVITALIZATION CORPORATION BOARD
(Washington, DC) Mayor Anthony A. Williams
today was joined by White House Office of Management and Budget Director Jack Lew, U.S.
Department of Treasury Undersecretary for Domestic Finance Gary Gender, and Congresswoman
Eleanor Holmes Norton to announce new appointees to the National Capital Revitalization
Corporation (NCRC).
The NCRC is a public/private entity designed
to serve as an important new tool for delivering economic development services in the
District of Columbia. NCRC's mission to create jobs, attract businesses, enhance the tax
base and improve economic opportunities for citizens and businesses in the District,
advances Mayor Williams' vision of building and sustaining healthy neighborhoods.
To achieve these goals, the NCRC will use tax
exempt financing, real estate development, capital improvements, and other initiatives.
NCRC's mandate, as proposed by the President and enacted by the Council of the District of
Columbia, is broad, and includes a myriad of incentives and other economic development
tools.
The federal government is providing initial
financing for the NCRC with an economic development grant of $25 million. In addition,
Fannie Mae has committed to invest $75 million in NCRC projects over a period of several
years.
"We are already seeing the success of our
efforts to turn our long-standing promise of economic development into reality. The
federal government's commitment, combined with assistance from Fannie Mae, will enable the
NCRC to become a powerful new weapon in our arsenal to spur economic development
throughout the District," said Mayor Williams.
The NCRC will work closely with the Office of
the Deputy Mayor for Planning and Economic Development to coordinate the activities of
District agencies responsible for economic activities.
The nine-member NCRC Board will be comprised
of four Mayoral appointees, three Presidential appointees, the Mayor and the Chief
Financial Officer of the District of Columbia. The list of appointees includes:

Councilmember Jarvis Applauds National Capital
Revitalization Corporation Creation as Part of Clinton Legacy for Washington DC

Councilmember Charlene Drew Jarvis, who chairs the Council's Committee on Economic
Development, today acknowledges President Bill Clinton and Mayor Anthony Williams for
announcing appointments to the National Capital Revitalization Corporation, which is the
result of her vision to improve neighborhoods in the District of Columbia.
Councilmember Jarvis said, "The Council's
authorization of the NCRC is one of the hallmarks of my Council service. This is the only
American corporation of its type that has both local and national interests represented on
its Board. And, for this very reason, the Corporation is ideally situated to assist
redevelopment projects relevant to local public, private and national interests."
Four years ago, Councilmember Jarvis met with
local and national business, labor and political leaders to determine the most critical
needs to address revitalization of the District's older neighborhoods. Together they
determined that a stronger partnership between the District and Federal governments would
be pivotal to achieve results. With President Clinton's encouragement and support, she
prepared local legislation, which she introduced and was managed by the Committee on
Economic Development. This legislation was enacted by the Council if 1998.
The National Capital Revitalization
Corporation would initiate projects or facilitate projects already underway, such as the
massive renewals of gateways into the nation's capital along Georgia Avenue, New York
Avenue and North and South Capitol Streets. NCRC would assist job-intensive adaptive use
of the US Navy Yard and Southeast Federal Center. It would help neighborhood-based
projects where a developer is not yet committed, such as the revitalization of Skyland
Terrace shopping center and development of the old Camp Simms site, both serving areas
east of the Anacostia River. The Corporation would bring also together local property
owners with national property owners to coordinate Anacostia and Potomac riverfront
renewal.
The National Capital Revitalization
Corporation Act of 1998 became effective law in August of 1998. In an expression of
bilateral support, Congress appropriated $25 million requested by the President and the
District identified $6 million in cash assets and additional real estate assets that would
be used to capitalize the Corporation. DC Agenda, a private effort to assist the District
of Columbia, worked tirelessly to help formulate this partnership for the future.
Today, Councilmember Jarvis acknowledges the
work of the Mayor and the President, and looks forward to holding confirmation hearings on
the Mayor's nominees.
