Barbara Childs-Pair Deputy Director District of Columbia Emergency Management Agency Currently serves as the Deputy Director of the District of Columbia Emergency Management Agency. I have over 30 years of emergency management experience. My responsibilities including planning, directing, coordinating, evaluating and managing all activities associated with coordination of resources and deployment during emergency and disaster incidents. I began my career in 1973 with the Office of Civil Defense, now the D.C. Emergency Management Agency, as a Clerk Typist. I have held several positions within DCEMA to include Administrative Aide, Chief of Plans and Training, Chief of Operations, Deputy Director of Emergency Operations, and Deputy Director of the agency from 1995 to 1999 and returning to the position in 2000. During my tenure at DCEMA I have participated in seven presidential inaugurations, the 1982 Air Florida response and recovery in conjunction with the metrorail crash and major snow storm, the 1977 hostage incident at the Wilson Building, the Million Man March, obtained 7 Presidential Emergency Disaster declarations, and provided coordination of other major events in the District of Columbia, to including several International Monetary Fund/World Bank demonstrations. I served as the lead planner for the District of Columbia Government in its mitigation and preparedness efforts for the Year 2000 (Y2K) potential technology interruptions/failures to ensure continuity of government operations. Of course the incidents of September 11th has once again highlighted the importance of emergency management. Since that date, just one year later, I assisted with the development of the District Response Plan, which reflects the functional aspects of the Federal Response Plan, to ensure the coordination and communications within District Government, but also with the numerous Federal agencies, schools and universities, business and industry, as well as the community component. I received Morris and Gwendolyn Cafritz Foundation award in the year 2000 for distinguished DC Government employees. I have served on the regional and local Health and Medical Bioterrorism Task Force, National Pharmaceutical Stockpile Task Force, and am a member of the National Emergency Management Association and Black Public Administrators. I served as Program Manager for the Emergency Management Accreditation Program (EMAP), coordinating all District agencies documentation for compliance with the 54 standards under EMAP. The District, one of only 2 awardees, received full EMAP accreditation on September 4, 2003. I attended Talladega College in Talladega, Alabama, majoring in biology. |
