Reba Pittman Evans is Mayor Williams' Chief of Staff As Chief of Staff. She is
responsible for managing the details, which accomplish the Mayor's vision. Customer
service, efficient operational management, and caring about the lives of people have been
the hallmarks of Evans' professional life.
Early in her career, she directed the Youth Employment Project for the Future
Homemakers of America. From there, she worked at the Washington Convention Center for 11
years beginning as Manager of Event Services, then eventually serving as the Director of
Operations with responsibility for the financial management of $2.5 million. In her over
five years of government service at the U.S. Department of Agriculture, one of the largest
civilian Federal agencies, she served as the point person for the "reinventing
government" customer service initiative, the Deputy Director for Operations, Deputy
Chief of Staff to the Secretary of Agriculture, and, ultimately, Acting Assistant
Secretary for Administration.
A graduate of the University of Maryland's School of Human Ecology, Evans has been a
resident of the District of Columbia for over 3 decades. Active in the arts and other
community activities, Evans is a dedicated and proud daughter of the city.

Mr. McCall joins the Mayor's staff as Deputy Chief of Staff for External Affairs. In
that position Mr. McCall will serve as the liaison to streamline the process of making the
Mayor's Office accessible to individuals, businesses, organizations, and associations
within the city. The Office of the Ombudsman, the Office on Aging, the Commission on Arts
and Humanities, the Office of Religious Affairs, the Office of Diversity, the Commission
on Women, the Office of Latino Affairs and the Office of Asian and Pacific Islander
Affairs will report to the Mayor through Mr. McCall.
In 1997, Sandy ran unsuccessfully for the Ward Six Council seat held by Sharon Ambrose.
His campaign emphasized a number of public safety ideas designed after a "New York
style" recovery plan. Sandy has been extremely active in public safety issues on
Capitol Hill since 1985, most recently as one of the founders of PSA 108. He served on
Anthony Williams Finance Committee, as well as running Ward six for the Mayor. Sandy
serves on the Board of Directors of the Mid-Northeast Collaborative and KidSafe,
Washington, D.C. and has been an active participant in Soccer on the Hill, the Capitol
Hill Little League, and the Capitol Hill Cub Scouts as the Songmaster.
A 1972 graduate of Harvard College, Sandy McCall has been a private investor in
companies, real estate and securities since 1980. He and his wife, Nancy, and their two
children, Shari and Lemi, have lived on Capitol Hill since 1985.
Mr. McCall was raised in Oregon politics. His uncle, Tom McCall, was an Oregon governor
who pushed through America's first Bottle Bill, as well as Oregon's other noted
environmental laws such as Land Use Planning and public ownership of all of Oregon's
beaches. Tom McCall was a Republican and Sandy is a Democrat, one of many who, in their
20's and 30's, were part of the bi-partisan coalition of Oregonians Tom McCall forged to
pass what were, at the time, very progressive laws.

Noel Bravo
Deputy Chief of Staff for Operations
Noel Bravo joins the Office of the Mayor as Deputy Chief of Staff for Operations. He
will be responsible for working with Agency Directors to implement the Mayor's vision for
both short and long-term improvements in government operations.
Mr. Bravo comes to this position from the District's Office of Budget and Planning
where he served as director of the Operating Budget Division. Mr. Bravo helped restructure
the operations of the Budget office and assemble a team of experienced and well-trained
analysts and managers. He played a key role in developing the Fiscal Year 1998 Operating
Budget, which was notable for providing detailed, accurate and useful information to help
elected officials make key policy decisions. Under his direction, his staff has laid the
foundation for development of the Fiscal Year 2000 Budget and Financial Plan.
Mr. Bravo came to Washington in 1994 to work as a consultant for the Government
Services Practice of KPMG Peat Marwick, where he helped government entities use modem
management techniques to improve their operations. Clients included local governments,
federal agencies, and not-for-profit organizations. At Peat Marwick, Mr. Bravo helped
develop a strategic plan and performance measurements for the Minority Business
Development Agency at the Commerce Department and worked with Baltimore City Public
Schools to solve a major budget deficit. Mr. Bravo joined the District Government in early
1997 to serve as Assistant to the Chief Financial Officer of the D.C. Public Schools.
Mr. Bravo received a masters degree in Pubic Policy from Harvard University's John F.
Kennedy School of Government in 1994. He has a bachelor's degree in Public Policy with
Honors from Stanford University. Mr. Bravo lives on Capitol Hill with his wife Patricia.
He attends Capitol Hill United Methodist Church.

Warren Graves
Director of Intergovernmental Relations
As director of Intergovernmental Relations (OIR), Warren Graves returns to the District
Government, which he has served under several administrations. OIR is responsible for the
District's relationships with the Congress, federal agencies, and the surrounding
jurisdictions. It also is the vehicle for managing the Mayor's legislative agenda through
the Council of the District of Columbia.
Mr. Graves is a seasoned public administration executive with over twenty-five years
experience in management and administration, policy development, intergovernmental
relations, and communications. He is skilled in strategic planning, organizational
structuring and development, legislative management, and budget development and
coordination.
Mr. Graves served as Staff Director for the Williams '98 Transition Transition and
Campaign Manager in the November general election for Mayor Anthony Williams. He served in
previous administrations as Assistant to the Mayor in the Washington administration,
Assistant Director for Metropolitan and Regional Affairs in the Office of
Intergovernmental Relations in the Barry administration, Director of Constituent Services
in the Kelly administration, and Director of the Mayor's Office of Communications in the
Barry administration.
He has extensive experience in District politics and has participated in a wide range
of political campaigns involving presidential elections, senatorial campaigns, and local
races for mayor, city council, Board of Education, Advisory Neighborhood Commissions and
Democratic Party offices. Mr. Graves attended Tuskegee University and Howard University.

Jim Wareck
Deputy Director of Intergovernmental Affairs
Jim Wareck joins Warren Graves in the Office of Intergovernmental Affairs to serve as
the Mayor's liaison to Congress and The White House. Wareck will work in the Mayor's
office of Intergovernmental Affairs.
Wareck served as Budget Director in the Williams for Mayor Campaign. Previously, he
managed several campaigns in Connecticut and Kentucky. From 1989-1990, Wareck was the
legislative liaison for Mayor Williams in St. Louis at the Community Development Agency
(CDA) where he helped Williams engineer. unanimous passage of the CDA budget and
redevelopment plan. Before Williams' tenure in St. Louis, CDA failed to gain legislative
approval for their funding. Prom 1993-1996, Wareck served as Staff Director for State
Senator Martin Looney in the Connecticut General Assembly. He has also worked for
Congresswoman Rosa DeLauro (D-CT) and Senator Christopher J. Dodd (D-CT).
In 1992, Wareck received a Masters of Public Administration from Columbia University
and is a 1987 graduate of Vanderbilt University in Nashville, Tennessee. He is active with
the Anti- Defamation League, the Sierra Club and New Haven Cares-a homeless services
organization.

Beverly D. Rivers
Acting Secretary of the District of Columbia
Beverly D. Rivers Acting Secretary is Acting Secretary of the District of Columbia;
Mayor Williams will send her nomination to the District of Columbia City Council for
confirmation. As Secretary of the District of Columbia, Ms. Rivers is responsible for
authenticating the use of the Seal of the District of Columbia according to law; attesting
to the authenticity of all official records of the executive branch of government and
other documents as required by law; administering the archiving of all legal documents;
issuing renewing and revoking of notarial commissions; preparation of executive orders,
proclamations, directives and administrative issuances to heads of departments and
agencies. The Office of the Secretary maintains official records of actions by the Mayor
and receives legal process for actions against Mayor. The Office is also responsible for
international affairs and protocol duties.
Ms. Rivers resigned as special assistant to the District of Columbia's Chief Financial
Officer to help launch the Williams for Mayor campaign. As Special Assistant to the CFO,
Ms. Ms. Rivers was responsible for supervision of CFOs schedule, correspondence and
constituent services; managing communications between CFO and the senior staff by
overseeing weekly management reporting system throughout District agencies; and was
responsible for special projects. Prior to her assignment as special assistant, Ms. Rivers
was assistant general council for federal and inter-government affairs for the CFO. In
this capacity, she developed and conducted ethics training for all financial managers. She
monitored legislative initiatives on the Hill and prepared testimony as needed. She
provided legal guidance and support to the CFO through written opinions memoranda and
guideline.
Prior to joining the District Government, Ms. Rivers served as Chief Legislative
assistant for state senator Henry L. Marsh, III in Richmond, Va. She was an attorney at
Hill, Tucker and Marsh, a firm noted for civil rights cases.
Ms. Rivers received a juris doctor degree from the University of Alabama School of Law.
She received a bachelors of science degree in business management, English and political
science from Oakwood college in Huntsville Ala. She is a member of D.C. Bar Association;
the Alabama bar Association; and the Washington Bar Association where she is active in the
Young Lawyers division. Ms. Rivers is a member of the National Forum for Black Public
Administrators and is a 1998 graduate of its' Executive Leadership program
Ms. Rivers lives in the District of Columbia.

David Howard
Director, Office of the Public Advocate
David Howard is the director of the Office of Public Advocate. Formerly
known as the Office of the Ombudsman, the Public Advocate is responsible for outreach to
neighborhood and community organizations as well as individuals.
Mr. Howard served as the volunteer coordinator and office manager
during the Williams Mayoral campaign. In that role he coordinated the activities of 1600
volunteers in addition to overseeing the day to day operation of the campaign office.
During the campaign Mr. Howard was often referred to as the "glue" that bonded
everyone together. His strong customer service ethic and tireless dedication to his job
earned him the respect and cooperation of people from all corners of the city.
Mr. Howard developed his management skills and commitment to customer
service during 20 years in the hospitality business. He has managed top local restaurants
including Asia Nora and The Ritz-Carlton Grill and was the sommelier at the Inn at Little
Washington.
The son of an Air Force officer, Mr. Howard's childhood was spent
around the globe. He attended the University of Florida and received a bachelor's degree
in economics. He first came to Washington in 1982 to attend a conference. He was so
inspired by what the city had to offer that he moved here from Florida a year later. He
currently lives in the Logan Circle neighborhood.
As a member of Washington DC's gay community Mr. Howard values the
diversity of our city and pledges to be an advocate for all the District's citizens.

Max Brown
Legal to the Mayor
Max Brown, 34, will serve as Legal Counsel to Mayor Williams. Having served most
recently as the Deputy Director of the Williams Transition Team and Williams' Deputy
Campaign Manager, Brown brings more than ten years of professional experience in the
legislative and legal arena to his new position.
Brown first met Mayor Williams in 1996 when he began working for him as General Counsel
in the Office of the Chief Financial Officer. In his capacity as General Counsel, Brown
provided legal advice to the CFO and department heads on a wide variety of matters
including employment issues, labor disputes, debt issuance, contracts, tax and statutory
interpretation. He managed a staff of ten and coordinated relations with the Congress, the
Financial Authority, and the D.C. Council.
Prior to his appointment at the Office of the Chief Financial Officer, Brown served as
founder and president of Digital Forum, Inc., an internet access and Web design firm. He
secured start-up capital and was responsible for business design, development, and
operation.
From 1993-1995, Brown served as a Clinton Administration appointee at the U.S. General
Services Administration. As Special Assistant to the Chief of Staff, Brown worked with the
White House on a variety of regulatory matters and provided advice to the Administrator.
He also worked in the Office of the General Counsel where he defended the government in
suits before the General Services Board of Contract Appeals.
Following graduation from law school, Brown served as legislative counsel to Sen. John
Glenn on issues including appointments to the federal judiciary, tax, trade, foreign
affairs and economic development.
Brown received his B.A. from (he George Washington University (1987) and a J.D. from
the Cleveland-Marshall College of Law (1991). He is a member of the bar in the District of
Columbia and Ohio, and belongs to the National Association of Bond Lawyers. Brown lives in
D.C. with his wife, Katie.

David Ritman King
Special Counsel, Public/Private Partnerships
David King joins the Executive Office of the Mayor as Special Counsel for
Public/Private Partnerships. He will work on implementing broad-based public-private
partnerships with a focus on education, neighborhood revitalization, information
technology, and business attraction and retention.
Mr. King was a member of Mayor Williams' campaign and transition staffs. Prior to that
he practiced law first with the law firm of Willkie Farr & Gallagher and then with the
firm of Garvey Schubert & Barer. At Willkie Farr & Gallagher he was lead associate
attorney in that firm's representation of San Juan Puerto Rico before the federal
government. He also worked on a comprehensive federal government privatization review
project, which ultimately led to the privatization of the U.S. Enrichment Corporation. Mr.
King served as lead attorney in several successful land use and historic preservation
matters. He represented a number of high- technology clients including a biotechnology
firm, a satellite and aerospace manufacturing firm, and several telecommunications
companies.
Mr. King worked on Capitol Hill as both a Senate and House staff member. He also served
as a Peace Corps Volunteer in Liberia, West Africa, from 1983 through 1985.
Mr. King, 37, graduated cum laude from American University's Washington College
of Law. He received a master's degree in political science from the University of Michigan
in 1987 and a bachelor's degree in political science and English from the University of
Michigan in 1983. Mr. King has lived in Washington since 1987, and currently lives in
Dupont Circle with his wife Robin Yabroff. He is an Advisory Neighborhood Commissioner.

Williams H. Highsmith, Jr.
Special Assistant, Office of Planning
Williams H. Highsmith, Jr., is appointed to the position of Special Assistant to the
Mayor for Planning and Development. The Office of Planning is responsible for guiding
long-term development plans, through encouraging development activity in both downtown and
neighborhoods throughout the District. Mr. Highsmith was responsible for advance
activities for the campaign of Mayor Williams. Prior to serving in this capacity, Mr.
Highsmith was Special Assistant to Mayor Williams, then Chief Financial Officer of the
District of Columbia. In that position, Mr. Highsmith was responsible for directing the
implementation of a comprehensive database system designed to track all District-owned
real property. He also assisted Mr. Williams on all issues associated with the District's
asset management responsibilities, with particular emphasis of real property. Mr.
Highsmith completed a comprehensive review of Eastern Market which focused on the
management and operation of a number of similar markets located throughout the country, to
be used as a guide during the evaluation of the management of Eastern Market.
Prior to joining the Office of the Chief Financial Officer, Mr. Highsmith was vice
president of a local residential development group, responsible for the construction of
over 800 units of affordable housing in the District of Columbia.
Mr. Highsmith, 39, graduated from the University of Virginia in 1980, with Bachelors
degrees in both English and Communications. He is also a 1986 graduate of Temple
University School of Law. Currently, Mr. Highsmith is president of the Greater Washington,
DC, chapter of 100 Black Men of America, a national service organization, dedicated to
providing mentoring and educational assistance to African American youth. In addition, Mr.
Highsmith serves on the board of Directors of Hannah House, a Washington, DC, based
transitional housing and support service facility for women. Mr. Highsmith is a member of
Nineteenth Street Baptist Church, located in Northwest Washington, DC, and the Omega Psi
Phi fraternity.

James Day
Mayor's Scheduler, January 1999
James Day joins the Mayor's staff as Director of Scheduling and Advance. In this
position, he will direct all aspects of the Mayor's schedule and associated logistical
matters.
Mr. Day has been producing high quality events and providing representation for leading
political figures and corporations over the last two decades. Mr. Day has operated Day and
Associates before joining the District of Columbia government, a firm he founded in 1988
after having been a Special Events Coordinator for a full service convention company in
Atlanta for seven years.
Mr. Day's multitude of talents have allowed him to successfully mix the worlds of
politics and business, with such diverse projects as representing transportation interests
in Washington, working at the highest levels of national campaigns and the resulting
Administration, consulting to Congressional candidates and music industry executives.
Mr. Day is a member of the American Association of Political Consultants, and has a
long history of successful positions advising leading political figures, including serving
as a General Consultant to the Democratic National Committee and advising on campaigns of
Senators, Members of Congress and state and local candidates.
In the first two years of the Clinton Administration, Mr. James was a member of the
Senior Staff of Transportation Secretary Federico Pena and then the Special Assistant to
Rodney Slater, who is presently the Secretary of Transportation.
In 1997, Mr. Day worked for the Presidential Inaugural Committee to produce the
National Prayer Service. At the 1996 Democratic National Convention, Mr. Day was asked to
head up the advance and logistics coordination for DNC Chairman Fowler; Mr. Day had
previously served Chairman Fowler as the Assistant to the C.E.O. of the Convention at
Atlanta in 1 1988. At the 1992 Democratic National Convention in New York, Mr. Day was the
Deputy Director of V.I.P. Operations. Mr. Day went on to be the director of Advance for
Vice Presidential Candidate Al Gore, where he was responsible for training and managing
the national advance staff during the 1992 Presidential campaign
Mr. Day has planned and managed numerous visits of foreign dignitaries, including the
Papal visit to Denver, and has coordinated various elements of large international
gatherings, including the Summit of the Americas in 1995, the Western Hemispheric Trade
Ministerial and the Atlanta Summer Olympics in 1996, and the Summit of the Eight (formerly
known as the G7 Conference) in 1997. Mr. Day is married to Michelle Day. They have three
children Jennifer age 21, Brandon age 16 and Kai age 12.

Ms. Flowers joins Mayor Williams' Administration as the acting director of Human Rights
and Small Business. she will serve as a liaison to small, minority and women owned
businesses. Ms. Flowers is Mayor Williams nominee for the position, which must be
confirmed by the City Council.
Ms. Flowers served two years as private banker at First Union National Bank after six
years with the Riggs National Bank of Washington, D.C. as a corporate/commercial lender.
While a private banker at First Union, Ms. Flowers was a financial consultant to high net
worth individuals, offering investment management, credit and cash management services. As
a corporate lender at Riggs, she serviced and managed the quality and profitability of a
large credit portfolio with combined credit exposure of over $200 million. Ms. Flowers was
highlighted in the Washington Post (1994) as one of the top female minority bankers in the
Washington area.
Ms. Flowers holds a B.A. degree in Business Administration from Clark College and a
M.B.A. in Finance from the Atlanta University Graduate School of Business. She is single
with no children. Her mother and two siblings reside in Houston and her twin sister is in
Atlanta, Georgia. Her father is deceased. Ms. Flowers' former board affiliations include:
Columbia Hospital for Women; Homemaker Health Aide Service of the National Capital Area,
Inc.; and the American Lung Association of Washington, DC. Her personal interests include
tennis, reading, and traveling.

Barbara Bradley joins the Executive Office of the Mayor as Special Assistant to Mayor
Williams.
Ms. Bradley's entire work history has been in the District of Columbia. She has worked
in both the executive and legislative branches of the federal government as a staffer on
the Presidential Advisory Committee on Gulf War Veterans' Illnesses and with the Office of
Technology Assessment, respectively. Her private sector experience include positions as an
account executive with a public relations agency and as conference coordinator with a
national trade association representing the travel industry.
A graduate of Indiana University, Ms. Bradley, 34, earned a bachelor's degree in
English Literature. She resides in Ward 6.. |
