July 7, 2000 Mayor Anthony Williams Dear Mayor Williams: At the July 6, 2000, meeting of the Committee on Government Operations, I was asked, as the Committee Chair with oversight responsibility for the Executive Office of the Mayor and the Office of Campaign Finance, to request from you an itemization of the District government's expenditures in support of the June 27, 2000, referendum on school governance. This itemization would include costs for staff time and benefits, as well as non-personal services expenditures such as copying, printing, vehicles, and utilities. I believe that an accounting of expenditures for the school governance referendum is appropriate, just as it is for any endeavor funded with public money. Therefore, I ask that you provide me with an itemization of personal services and non-personal services costs expended by the District government in support of the June 27, 2000 school governance referendum. I would also like to know what plans are underway to reimburse the government for the expenditures. For your information, Councilmember Catania expressed the view that the Council should not consider the proposed reprogramming of $700,000 to the Office of the City Administrator without an accounting of the District's expenditures on the campaign, and a date certain for the reimbursement of the District treasury for these expenditures.
