Dear Chairman Cropp:

As you may be aware, Mayor Anthony A. Williams has used, and has announced that he will continue to use, governmental resources, including among other things government workers, facilities, and supplies, in the political campaign for the School Governance Charter Amendment, the subject of the June 27, 2000, special election.

I believe that this is contrary to the campaign and elections laws, the personnel laws, and potentially other laws of the District of Columbia.

I am asking you, as Chairman of the City Council, to issue an immediate ruling and order clarifying that no resources of the City Council, including but not limited to staffers working during normal work hours, governmental supplies, and governmental facilities, will be used to campaign in this or any other election.

Dear Councilmember Patterson:

I am requesting that you, as Chair of the Council's Committee on Government Operations, investigate the matters raised in my attached complaint to the Board of Elections and Ethics and the Office of Campaign Finance.

Mayor Anthony A. Williams has used government funds, employees, facilities, supplies, and resources in a political campaign for the June 27, 2000 special election, and he has said that he will continue to use these governmental resources, paid for with public funds, throughout the remainder of the campaign.

While the Board of Elections and Office of Campaign Finance will be ruling on whether this use of the government in a political campaign complies with the election laws of the District of Columbia, I am requesting you, though your Committee, to also determine whether this use of the government, governmental workers, facilities, and resources complies with the other laws of the District, including but not limited to personnel laws and laws regulating the proper use of public funds. Thank you for your attention to this matter.
