A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Councilmember David A. Catania introduced the following bill, which was referred to the Committee on Public Works and the Environment.

To require a one-time-only successful completion of the hacker's license training course and to require persons who have not held a valid license for more than one year to repeat the course and exam BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act may be cited as the "Taxicab Driver Education Reform Act of 2001 ".

Sec. 2. D.C. Code §472829(e)(2) is amended by adding a new subparagraph to read as follows:

"(D) Subject to subsections (e)(2)(C) and (e-1), no person shall be required to complete the hacker's license training course contained in subsection (e)(2)(A) and the examination contained in (e)(2)(B) more than one time. However, any person who ceases to hold a valid hacker's license for more than one year must complete the hacker's license training course as specified in (e)(2)(A) and the examination as specified in (e)(2)(B)."

Sec. 3. Section 1015 of Title 31 of the District of Columbia Municipal Regulations is hereby repealed.

Sec. 4. Fiscal impact statement.

The Council adopts the fiscal impact statement in the Committee report as the fiscal impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 913; D.C. Code §1-233(c)(3)).

Sec. 5. Effective date.

This act shall take effect following approval by the Mayor (or in the event of veto by the Mayor, action by the Council to override the veto) and approval by the Financial Responsibility and Management Assistance Authority as provided in section 203(a) of the District of Columbia Financial Responsibility and Management Assistance Act of 1995, approved April 17, 1995 (109 Stat. 116: D.C. Code §47-392.3(a)), a 30-day period of Congressional review as provided in section 602(c) (1) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code §1-223 (c)(1)), and publication in the District of Columbia Register.
