A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Angel M.. Cartagena, Jr. to the Public Service Commission of the District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "District of Columbia Public Service Commission Angel M. Cartagena, Jr. Confirmation Resolution of 2000".

Sec. 2. The Council of the District of Columbia confirms the appointment of

as a member and chairperson of the Public Service Commission of the District of Columbia, established by paragraph (97) of section 8 of An Act Making appropriations to provide for the expenses of the government of the District of Columbia for the fiscal year ending June thirtieth, nineteen hundred and fourteen, and for other purposes, approved March 4, 1913 (37 Stat. 995; D.C. Code §43-401), as a member, replacing Marlene L. Johnson, whose term ended June 30, 1999, for a term to end June 30, 2003 and as chairperson to serve at the pleasure of the Mayor.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

General Attorney: Responsible for advising the Bureau chief on regulatory issues relating to consumer matters under FCC jurisdiction.

Common Carrier Bureau, Enforcement Division, May 1995 to November 7, 1999
Staff Attorney: Manage proceedings involving formal complaints filed against common carrier companies. This includes managing discovery, developing a record, and writing an order which explains the legal and factual basis for a Commission decision.

District of Columbia Public Service Commission
Office of the General Counsel, July 1994 to May 1995
Staff Attorney: Presided as hearing officer over trial-type hearings involving the provision of local and pay telephone service in the District of Columbia. These duties included the management of evidentiary discovery, witness testimonies, and hearing schedules. Supervised staff members assigned to assist with specific hearings.

Associate: Drafted documents and pleadings required in cases relating to real estate and family law. Settled a racial discrimination suit involving a private school. Drafted contracts and provided legal representation for an entertainment company.

Assistant General Counsel: Responsible for both federal and state regulatory proceedings involving common carrier issues. Represented Metromedia in trade groups, such as CompTel, and lobbied the FCC and various state regulatory agencies on issues of importance to the company. Supervised law firms doing work for the company relating to federal and state regulatory proceedings. Also supervised various departments in crafting compliance program resulting from the Telephone Operator Consumer Services Improvement Act of 1990.
