A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Chris G. Gardiner to the Health and Hospitals Public Benefit Corporation Board of Directors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Health and Hospitals Public Benefit Corporation Board of Directors Chris G. Gardiner Confirmation Resolution of 2000".

Sec. 2. The Council of the District of Columbia confirms the appointment of

as a member of the Health and Hospitals Public Benefit Corporation Board of Directors, established by section 203 of the Health and Hospitals Public Benefit Corporation Act of 1996, effective April 9, 1997 (D.C. Law 11-212; D.C. Code § 32-262.3), for a term to end December 11, 2000.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, , upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Chris G. Gardiner is the President and CEO of Gardiner, Kamya & Associates, a management consulting and public accounting firm headquartered in the District of Columbia. Prior to the founding of Gardiner, Kamya in 1987, Mr. Gardiner was employed by the international accounting firm, Coopers and Lybrand. He began his professional career with Coopers and Lybrand in. the Bahamas. He also worked in the firm's Toronto, Canada office prior to being transferred to the United States.

As a senior manager with Coopers and Lybrand's Washington DC office, Mr. Gardiner was the lead auditor on the firm's audits of the District's financial statements for fiscal years 1984 to 1986. In addition, his firm, Gardiner, Kamya, jointly audited the District's financial statements for fiscal years 1987 to 1990 with KPMG Peat Marwick. Gardiner, Kamya has also provided other services to various DC Government agencies over the years as the prime contractor. Consequently, Mr. Gardiner is thoroughly familiar with the District government's financial and accounting systems and issues. Because of this, for a number of. years in the mid 1990s, Mr. Gardiner was part of a team assembled by the Greater Washington Society of CPA's to brief the DC City Council on the results of the City's annual financial audits. He has received commendations from both the Office of The Mayor and the DC City Council for these and other services to the City.

Mr. Gardiner was educated in the Bahamas and England. He is a British Chartered Accountant as well as a Certified Public Accountant. He is the Secretary of the Greater Washington Society of CPAs and a member of the Wilson Council, the private sector advisory board of the Woodrow Wilson International Center for Scholars. His professional affiliations include membership in the American Institute of CPAs and the National Association of Black Accountants.
