A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Jeffrey E. Thompson to the Metropolitan Washington Airports Authority Board of Directors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Metropolitan Washington Airports Authority Board of Directors Jeffrey E. Thompson Confirmation Resolution of 2000".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as .member of the Metropolitan Washington Airports Authority Board of Directors, established by section 6007(e) of the Metropolitan Washington Airports Act of 1986, approved October 30, 1986 ( 100 Stat. 3341; D.C. Code §7-1506(e)), for a term to end January 5, 2005.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

PROFESSIONAL BACKGROUND

Jeffrey Earl Thompson, CPA, is the Founder, President and CEO of Thompson, Cobb, Bazilio & Associates, P.C., (the "Firm") an accounting, management, and financial consulting firm headquartered is Washington. D.C. Since founding the Firm in 1983, Mr. Thompson has expanded the Firm's core audit, accounting and tax services to include specialized consulting services is the areas of finance, management, health care, information systems, cost containment studies, revenue enhancement studies, operating auditing, internal control reviews, governmental accounting, economic development, asset securitization, financing, real estate, EDP auditing, business tax planning, computer systems and support service.

As one of the nation's largest minority-owned public accounting firms, Thompson, Cobb, Bazilio & Associates. P.C. has expanded Its operations to five cities and currently has a staff of over 250 professionals sad technical specialists.

Mr. Thompson has over 20 years of experience is public accounting, governmental accounting, management, computer systems, asset securitization, financing, financial management, reel estate and business consulting. Prior to establishing Thompson. Cobb, Bazilio & Associates, P.C., he saved as the Manager of Financial Services for the Washington Business Development Center which was funded by the Minority Business Development Agency of the U.S. Department of Commerce. While at the Washington Business Development Center, he was successful in securing over $23 million of debt and equity financing for numerous minority-owned businesses in the Washington metropolitan area.

Mr. Thompson began his accounting career in 1976 as a bookkeeper at the National Rifle Association of America. Concurrently, he attended the University of the District of Columbia where he received his baccalaureate degree in accounting.

Under Mr. Thompson's leadership, Thompson, Cobb, Bazilio & Associates, P.C. has developed significant specialization in the area of asset securitization and financing. To date, he has provided due diligence, accounting, asset valuation and related services to the Resolution Trust Corporation, the Federal Deposit Insurance Corporation, and several Wall Street financial advisors on over $25 billion of asset securitization transactions. The Firm is also a member of the Financial Advisory Team for the Government National Mortgage Associations' REMIC program, which involves the securitization of over $150 billion of collateral.

In the area of financing, the Firm, under Mr. Thompson's leadership, has successfully provided services to numerous governmental and quasi-governmental entities on over $4.5 billion of bond and other type of financing for construction, housing and other capital budget projects. Mr Thompson has also directed numerous audit and assurance, management and financial consulting engagements to provide professional services to several clients in the transportation industry. These clients include the Los Angeles Metropolitan Transit System, the Washington Metropolitan Transit, Authority, the Orange County Transportation Authority, the Southern California Regional Rail Authority, the Riverside County Transportation Commission, and the South Coast Air Quality Management District in California.

EDUCATION AND CERTIFICATIONS

Mr. Thompson is a 1980 "Magna cum laude" accounting and finance baccalaureate graduate of the University of the District of Columbia and was honored in 1992 as the University's Alumnus of the Year. He is a certified public accountant in the District of Columbia.

HONORS AND AWARDS

On May 24, 1997, the University of the District of Columbia, his alma mater, honored Mr. Thompson by conferring on him in honorary "Doctor of Laws" degree.

In July 1994, Mr. Thompson was honored by the National Association of Black Accountants (NABA) as its "1994 Outstanding Entrepreneur of the Year in Public Accounting."

On October 20, 1995, Mr. Thompson received the "1995 Minority Business Opportunity Commissioner's Award" from the District of Columbia's Department of Human Rights and Minority Development for advanced business achievements.

In July 1997, Mr. Thompson received a special achievement award from NABA at its 1997 annual convention in Miami, Florida.

  • Mr. Thompson is also a member of the National Association of Black Accountants, Inc. and is as active mater of NABA's Division of Puma. In addition, he is a member of the Greater Washington Society of Certified Public Accountants and the American Institute of Certified Public Accountants. He is a very active member of 100 Black Men of Greater Washington, D.C. and is also a member of the President's Club of the University of the District of Columbia.

CIVIC ACTIVITIES

In addition to his affiliations with the organizations listed above, Mr. Thompson's civic duties include:

  • Member of the selection panel that recruited, interviewed and recommended the paw Chief Financial Officer and the Inspector General to the Mayor for the District of Columbia Government.
  • Member of the University of the District of Columbia Alumni Association and the President's Club for outstanding contribution as as alumnus of the University of the District of Columbia.
  • Major contributor and supporter of the "Young People on the Rise" after school, tutorial, college scholarship and development program for youths of the District of Columbia.
  • Member of the Advisory Board for Boys Town D.C.
