A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Dr. Abdusalam H. Omer to the Water and Sewer Authority Board of Directors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Water and Sewer Authority Board of Directors Abdusalam H. Omer Confirmation Resolution of 1999".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a principal member of the Water and Sewer Authority Board of Directors, representing the District of Columbia, established by section 204 of the Water and Sewer Authority Establishment and Department of Public Works Reorganization Act of 1996, effective April 18, 1996 (D.C. Law 11-111; D.C. Code §43-1674), replacing Barbara D. Blum, whose term ended September 12, 1999, for a term to end September 12, 2003.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Abdusalam H Omer, PhD., 45, who formerly served as the District of Columbia's Deputy Chief Financial Officer for Budget and Planning, is Mayor Williams' Chief of Staff As Chief of Staff. Dr. Omer provides day-to-day leadership and coordination of the Administration's senior team as it implements the Mayor's vision for cleaner, safer neighborhoods, access to quality health care, and strong support for children.

Dr. Omer was appointed in May 1997 as the Deputy Chief Financial Officer by then Chief Financial Officer Anthony A. Williams. A seasoned budget professional, Dr. Omer brings more than 15 years of public service to his current position.

As the Deputy Chief Financial Officer for Budget and Planning, Dr. Omer was the principal advisor on the budget for the District of Columbia. His staff in the Office of Budget and Planning was primarily responsible for the management of the District's budget and financial plan. The Budget Office prepares, monitors, analyzes and executes the District's budget, including operating funds, capital funds and enterprise funds.

Dr. Omer, the first agency-based Chief Financial Officer appointed by Mr. Williams in August 1996, served as the District's CFO for Public Schools, where he advised the Superintendent on all financial planning, budget and fiscal management issues, and oversaw financial, controller and budgetary functions.

No newcomer to the District's Budget Office, Dr. Omer worked as a senior budget analyst for four years, during which he conducted in-depth financial and program analysis on the University of the District of Columbia, D C Public Libraries, and public safety and education issues.

Prior to his tenure with the District government, Dr. Omer was a senior analyst for development issues in Prince William County, Virginia, and served as a consultant to the World Bank on civil service reform He taught American Government and Public Administration at the University of Tennessee and Knoxville College.

A native of Somalia, Dr. Omer is a member of the National Forum for Black Public Administrators, the Government Finance Association and the Association of Government Accountants He was also an adjunct instructor at the George Mason University Graduate School of Business Management.
