A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Patricia Ann Fisher, Ph.D. to the Citizen Complaint Review Board.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Citizen Complaint Review Board Patricia Ann Fisher Confirmation Resolution of 1999"

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a member of the Citizen Complaint Review Board, established by section 5 of the Office of Citizen Complaint Review Establishment Act of 1998, effective March 26, 1999 (D.C. Law 12208; D.C. Code §4-914), for a term to end 1-year from the date a majority of the first members are installed.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

SYNOPSIS OF EXPERIENCE

Administrative/Managerial:  Successfully planned, organized, coordinated and implemented organizational activities projects, and programs for a variety of health and mental health organizations as well as consulting firms. Prepared proposals, developed budgets, wrote reports and supervised staff.

Clinical/Psychological: Over 25 years of experience as an individual and group psychotherapist. Extensive experience with alcohol and substance abuse issues, programs, and clients. Served as Employee Assistance Program (EAP) and Mental Health Consultant. Licensed psychologist since 1978. Member of DC Psychology Board for four years.

Teacher, Trainer, Consultant: Over eight years of teaching graduate level students in the areas of counseling psychology and international studies. Work as a trainer and consultant in the areas of drug. abuse education, cross-cultural orientation, cultural diversity, career development, and human resource development. Give public presentations for varied audiences including radio and television.

International: Planned, organized and coordinated educational and recreational trips for various organizations. Served as group leader for international trips. Developed and provided cross-cultural orientation and training for federal and other agencies. Served as Peace Corps volunteer in Brazil for 2 years. Extensive travel in Africa and the Caribbean, and to a lesser extent western Europe.

Research/Writing: Recipient of university and federally funded grants. Publications include several referenced journal articles and a Department of Education career education manual.

Clinical Director/Psychologist

PROFESSIONAL COUNSELING & PSYCHOLOGICAL SERVICES (DC) 1982-Present

Responsible for the administrative functions and operations of the business and includes, but is not limited to, such tasks as marketing and public relations, financial management, billings, client record maintenance, and report preparation. Individual and group therapy as well as consultation and training is provided in the areas of mental health, cultural diversity, substance abuse, and employee assistance program services. Guest appearances on local and national television programs as a psychological expert.

Director, Employee Assistance Program

THE WASHINGTON HOSPITAL-CENTER (DC) 1991-1994

Provided a wide range of psychological services to the 5,000 employees of-the largest hospital in the Washington metropolitan area. Duties included assessment, short-term counseling, crisis intervention, consulting with nursing and other administrative and managerial units, and organizational training. Also coordinated employee referrals with their insurance and managed care companies.

Organizational Consultant

KOBA ASSOCIATES (DC) Summer & Fall 1991

Served as the program evaluator for a five-year federally funded substance abuse research and demonstration project. Provided direction for the definition and extablishment of policies and procedures in the areas of project planning and development as well as clinical protocols. Supervised the production design format and contents of the written program manual.

Executive Director

MCC/CIGNA COMPANIES (MID ATLANTIC REGION) 1989-1991

Provided leadership and direction of overall subsidiary activities, including general management of its mental health and substance abuse services and administrative programs, services and personnel. Developed, coordinated and communicated organizational policies and procedures to internal and external constituencies. Developed and monitored a network in excess of 300 mental health providers including professional individuals, hospitals and outpatient treatment programs in Maryland, the District of Columbia and Northern Virginia. Managed annual budget of $2.5 million with 17% profit for first year of operations.

THE PSYCHIATRIC INSTITUTE OF WASHINGTON, ADULT DRUG ABUSE UNIT (DC) 1984-1985

Served as clinical manager/coordinator and therapist for a 28-day adult inpatient substance abuse program. Helped develop treatment and aftercare plans; coordinated and supervised staff interventions; provided individual. group and family psychotherapy; performed psychological test batteries, and wrote admission diagnostic reports, weekly progress reports, and medical discharge summaries.

As the Clinical Director, I am responsible for the overall administrative and operational functions of the business. As a licensed psychologist for the past 20+ years, I provide both individual and group psychotherapy to adults and adolescents. Continue to serve as a psychological, mental health, and Employee Assistance Program (EAP) consultant to several agencies include the Peace Corps and Job Corps.

PEACE CORPS (DC) 1979-1981 & 1995-Present

Currently, I work with the Medical Department and provide short-term crisis intervention treatment and recommendations for return to duty for medically evacuated Peace Corps Volunteers. In the past, I provided psychological assessment and evaluations to Peace Corps training staff concerning trainees. Worked wide groups of trainees going to Jamaica, Nepal, Liberia, and Mauritania.

Clinical Psychologist

METROPOLITAN PSYCHIATRIC GROUP (DC) 1983-1987

Provided individual and group outpatient therapy primarily, but not exclusively, to substance abusers. Performed admission evaluations, psychological testing, and individual sad group psychotherapy. Conducted aftercare groups. Provided monthly public/community appearances, presentations and/or workshops (including radio or television) on substance abuse or other mental health topics.

Assessed and evaluated Peace Corps trainees with respect to their psychological suitability for services overseas. Worked with over 100 trainees over a two-year period.

HOWARD UNIVERSITY COUNSELING PSYCHOLOGY PROGRAM (DC) 1975-1982

Responsibilities included teaching graduate students, student advisement, proposal writing, conducting research and preparing publications, seminar development, and university-wide committee participation. Developed and had approved a new master's level program in rehabilitation counseling. Developed three new graduate courses. Courses taught included counseling, counseling psychology, group counseling and dynamics, and organizational principles and dynamics.

Research

Recipient of a Howard University Faculty research grant entitled "Self-Concept and Drinking Attitudes Among Black Female Alcoholics." Summer 1980.

Doctoral research entitled, "An Investigation of the Relationship between Personality Type and the Employment Status of Patients in a Veteran's Administration Hospital Methadone Treatment Program." Fall 1975.

Received a grant from the U.S. Department of Education. Project called "Steppin' Up and Moving On: A Career Education Program for the Non-College Bound High School Student." Spring 1979
