A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the reappointment of Mr. Allen E. Beach to the Alcoholic Beverage Control Board.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Alcoholic Beverage Control Board Allen E. Beach Confirmation Resolution of 1999".

Sec. 2. The Council of the District of Columbia confirms the reappointment of:

as a member of the Alcoholic Beverage Control Board, established by section 4(a) of the District of Columbia Alcoholic Beverage Control Act, effective May 24, 1994 (D.C. Law 10- 122; D.C. Code §25-104(a), for a term to end May 7, 2003.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Of fice of the Mayor.

Sec. 4. This resolution shall have no fiscal impact.

Sec. 5. This resolution shall take effect immediately.

National Cotton Council, Washington, D.C. (retired) 1960–1994.

Served as Fiscal Director and Assistant Secretary for Cotton Council International, the overseas promotion arm of the National Cotton Council. Cotton Council International conducts promotion programs in cooperation with the U.S. Department of Agriculture and the U.S. cotton industry to develop markets and increase exports of U.S. cotton and cotton products. Responsible for liaison with and contracts with U.S. Department of Agriculture, preparation of annual review with both U.S. and overseas organizations, currencies as well as US$), accounting, invoicing and working with commercial and Government auditors. Annual budget involving funds of cotton industry, U.S. Department of Agriculture and in-kind contributions from foreign entities in recent years exceeded $60 million.

In addition, assisted with conduct of program activities, involving U.S. cotton industry and foreign organizations and foreign consumer of U.S. cotton. In 1968, organized and conducted first U.S. Cotton Orientation Program for potential customers of U.S. cotton. This annual program is ongoing. During 1970's supervised promotion programs (market research, advertising, promotion and public relations) in Canada, Japan, Korea, Hong Kong, Thailand and the Philippines, involving numerous foreign travels. With additional funding available in mid 1980's and additional staff as well as opening of overseas offices, responsibilities shifted toward financial and overall management of programs.

Concurrently, served as Director, Canadian Cotton Council, 1968–1983 (Canadian Corporation for promotion of cotton in Canada), and Director, U.S. Agricultural Export Development Council, 1984–1992 (association of agricultural commodity export organizations).
