Dear Chairman Cropp:

Enclosed for Council consideration are a draft declaration of emergency and an emergency resolution legislation requesting Council approval of a public offering document to dispose of Parcels 15, 24, 26, 27, 29 and 38 in the 14th Street Urban Renewal Area. It is requested that the Council consider this emergency legislation at its July 7, 1998, legislative meeting.

Emergency action is requested because of the extensive Council summer recess scheduled to begin July 15, 1998, and end September 15, 1998. Pursuant to D.C. Code 5-806(c)(1), the Council has a thirty (30) day period for review, excluding days of Council recess. The desire that development of these parcels coincide as closely as possible with the January 1, 2000, opening of the Columbia Heights Metrorail Station requires Council approval as soon as possible so that issuance of the offering document not be delayed until the Council reconvenes in September 1998.

Following the Council's action, it is our intention to advertise the availability of these Parcels for development. The competitive public offering of these Parcels was authorized by the Board of Directors of the District of Columbia Redevelopment Land Agency at its May 21, 1998 meeting.

Four of these parcels — 15, 26, 27, and 29 — are designated as the Major Community Service Center by the 14th Street Urban Renewal Plan. The remaining parcels - 24 and 38 - are designated as Special Community Street. These sites are located adjacent to and in the vicinity of the soon to open Columbia Heights Station of the area-wide Metro System.

A completed proposed competitive public offering form and a draft Proposed Resolution are enclosed for your use.

Your cooperation in notifying me when the Council has acted on this matter will be appreciated.
