COLUMBIA 1350 Pennsylvania Avenue, N.W. Washington, D.C. 20004 Memorandum To: Members of the Council of the District of Columbia This memorandum provides notice of intent to introduce the "Private or Alternative Stadium Financing Emergency Act of 2004" and an accompanying emergency declaration resolution at the additional legislative meeting to be held on Tuesday, November 30, 2004. I also intend to offer the substance of the emergency legislation as an amendment to Bill 15-1028, the "Ballpark Omnibus Financing and Revenue Act of 2004" at that meeting. Emergency legislation is necessary to require that a process be established to invite and evaluate the submission of viable private or alternative financing proposals for the construction of a ballpark that would substantially reduce the level and duration of the ballpark fee proposed by the "Ballpark Omnibus Financing and Revenue Act of 2004." Emergency legislation is also necessary to require the Chief Financial Officer to re-estimate within six months the land acquisition and infrastructure costs of the South Capitol ballpark site, and, if the re-estimated costs are more than $100 million higher than the CFO’s current estimates for such costs, to require the Mayor and the Sports and Entertainment Commission to pursue replacement of the South Capitol ballpark site with a substantially less costly site adjacent to RFK Stadium.
