Jim Graham has lived in DC for more than thirty years. For fifteen years, before his election to DC Council, he served as Executive Director of the Whitman Walker Clinic, where he developed comprehensive AIDS programs from the beginning of the epidemic. Jim's greatest impact was to help many poor people, usually without insurance, to face what was often a terminal disease. Housing, medical, dental, legal, social work and other programs benefited from his leadership.

Previously, Jim as counsel to Senator Abe Ribicoff (D-Conn), and clerked for Chief Justice Earl Warren (Rtd.). He is a graduate of Michigan State University (BA), University of Michigan (JD) and Georgetown University Law Center (LLM). He is admitted to practice law in the District of Columbia and before the U.S. Supreme Court. Jim has also received numerous awards and recognitions.

Jim is currently Vice Chairman of the Metro/WMATA Board and, if re-elected, he will be Chairman in 2003. He serves on six Council committees, and has the oversight responsibility for the Office of Property Management, Office of Latino Affairs and Office of Human Rights.
