Cropp Dear Chairman Cropp: In accordance with section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), which established the Comprehensive Housing Strategy Task Force, I am pleased to nominate the following persons for appointment:
as members of the Task Force, representing banking or financial service institutions, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the for-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the non-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, with expertise in housing policy from the academic or nonprofit community, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the philanthropic community, for a term to end l - year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the employer-assisted housing provider, for a term to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the multifamily property owner community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the residential real estate profession, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that advocates for the production, preservation, and rehabilitation of affordable housing for lower-income households, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing low-income tenants, for a term to end 1-year from the date a majority of the first members are sworn-in;
as citizen representative members on the Task Force, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that provides supportive housing services including housing counseling, financial management, in-kind assistance, or legal representation, for a term to end 1-year from the date a majority of the first members are sworn in; and
as members of the Task Force, representing government agencies, including independent housing agencies, for terms to end 1-year from the date a majority of the first members are sworn-in. Enclosed you will find biographical information detailing the experience of the above-mentioned nominees, together with proposed resolutions to assist the Council during the confirmation process. Roman to the Comprehensive Housing Strategy Task Force. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Nan P. Roman Confirmation Resolution of 2004". Sec. 2. The Council of the District of Columbia confirms the appointment of: Ms. Nan P. Roman as a citizen representative member of the Comprehensive Housing Strategy Task Force, established by section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), for a term to end I-year from the date a majority of the first members are sworn-in. Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately. NAN ROMANNan Roman, President and CEO of the National Alliance to End Homelessness, is a leading national voice on the issue of homelessness. The Alliance is America's largest nonprofit, non-partisan membership organization working on behalf of people who live in poverty and homelessness. Under the direction of Ms. Roman, the Alliance seeks to end homelessness through a program of public education, national advocacy and capacity building with its over 2,000 member organizations. Ms. Roman is an active and influential participant in the national debate on solutions to homelessness. In Washington, she works closely with members of Congress and their staffs, as well as senior members of the Administration, on a variety of issues affecting homeless people, including affordable housing, income assistance, education, job training, job placement, veterans, and service delivery issues. She also assists cities and states across the nation to design and implement plans to end homelessness. Ms. Roman is frequently interviewed by national and local press, and is a guest speaker at events across the country. Ms. Roman has developed numerous programs to increase the capacity of nonprofit and public sector organizations to end homeless. She has designed and implemented training programs in the areas of single room occupancy (SRO) housing management, AIDS housing management, service delivery models, transitional housing and prevention of homelessness. She is the author of numerous articles on homelessness as well as handbooks on anti-displacement measures, SRO management, and life skills training. She has designed and conducted research on the connection between foster care and homelessness, and on best practices of homeless assistance. Under her leadership the Alliance has held dozens of national conferences and training institutes on homelessness and its solutions. Ms. Roman is on the Board of Directors' Executive Committee of the National Housing Conference, Pathways to Housing DC, and the Community Council for the Homeless at Friendship Place. She is on the Boards of the National AIDS Housing Coalition, and American Community Partnerships. She serves on numerous federal and local advisory boards and panels. She was a member of the Transition Advisory Committee for the Bush-Cheney Transition and an official delegate of the United States to Habitat II, the United National Conference on Cities in Istanbul, Turkey (1996). Ms. Roman and the National Alliance to End Homelessness worked in partnership with Mrs. Tipper Gore (Chairman) on the photographic exhibit, The Way Home: Ending Homelessness in America (1999). The Way Home: Ending Homelessness in America, is a book (Harry N. Abrams, Inc., Publishers) containing essays by Ms. Roman and Mrs. Gore as well as photographs from the exhibition. Ms. Roman was the recipient of the National Woman of Achievement Award of the Miss America Organization in 1994, a distinction she shares with Hillary Rodham Clinton, Rosalyn Carter, Barbara Bush and Betty Ford, among others. Ms. Roman was born in Bloomington, Indiana. She graduated Phi Beta Kappa from the University of Illinois, from which she also received her Master of Arts degree. Prior to coming to the National Alliance to End Homelessness in 1987, she worked on issues of poverty and housing at a variety of national and local nonprofit organizations. Her combination of local hands-on and national program and policy experience has given her a unique perspective on the issues of poverty.
