Cropp Dear Chairman Cropp: In accordance with section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), which established the Comprehensive Housing Strategy Task Force, I am pleased to nominate the following persons for appointment:
as members of the Task Force, representing banking or financial service institutions, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the for-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the non-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, with expertise in housing policy from the academic or nonprofit community, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the philanthropic community, for a term to end l - year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the employer-assisted housing provider, for a term to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the multifamily property owner community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the residential real estate profession, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that advocates for the production, preservation, and rehabilitation of affordable housing for lower-income households, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing low-income tenants, for a term to end 1-year from the date a majority of the first members are sworn-in;
as citizen representative members on the Task Force, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that provides supportive housing services including housing counseling, financial management, in-kind assistance, or legal representation, for a term to end 1-year from the date a majority of the first members are sworn in; and
as members of the Task Force, representing government agencies, including independent housing agencies, for terms to end 1-year from the date a majority of the first members are sworn-in. Enclosed you will find biographical information detailing the experience of the above-mentioned nominees, together with proposed resolutions to assist the Council during the confirmation process. Steen to the Comprehensive Housing Strategy Task Force. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Leslie A. Steen Confirmation Resolution of 2004". Sec. 2. The Council of the District of Columbia confirms the appointment of: Ms. Leslie A. Steen as a member of the Comprehensive Housing Strategy Task Force, established by section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), representing non-profit housing production community, for a term to end I-year from the date a majority of the first members are sworn-in. Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately. Leslie A. Steen BioLeslie A. Steen is President and CEO of Community Preservation and Development Corporation, a non-profit that creates and preserves financially sound, socially responsible affordable housing, and works in partnership with residents to establish service programs that increase opportunities for community and individual growth. Since its founding in 1989, CPDC has acquired and operates or has under development 3,000 apartments in 20 properties, and has demonstrated the ability to create and maintain sound, safe, and sustainable communities in which individuals and families can prosper. CPDC currently operates and coordinates community development programs in conjunction with over three dozen partners at eight of properties. Over the past five years, Ms. Steen has been at the forefront of efforts to use technology as a tool to develop sustainable, affordable communities. She is a recognized leader in national efforts to bridge the "digital divide" by teaching the use of technology, making it accessible for the residents of large urban housing complexes, and using it to communicate and build relationships in communities. Her research and development have culminated in a sound technological understanding of the limitations of technology, as well as the beneficial uses of technology in residential settings. Ms. Steen currently oversees the final implementation of EdgeNet, a community-based electronic village, at the 16-acre 884-unit Edgewood Terrace complex in northeast Washington, DC. Ms. Steen is an expert in housing finance, marketing and community development, with a solid understanding and knowledge of construction. Her unique qualifications are the result of years of experience starting and continuing with active participation in revitalization efforts in her own community and branching into numerous other communities. Her efforts in citizen participation and grass roots self-government, coupled with marketing of housing to marginally qualified households and marketing of real estate in fragile and transitional markets has enabled her to gain insights into the conditions that determine the outcomes of our community revitalization efforts. Over the years Ms. Steen has worked with numerous resident groups and individuals to finding creative solutions to their housing needs and dreams. In Washington from the mid-1970's until 1983, Ms. Steen had project management and marketing responsibilities for numerous market rate and urban revitalization homeownership and rental housing developments with several development organizations. In addition, from 1978 through 1985 she developed historic properties as investments, combining it with low-income development and syndication in 1983. From 1985 to 1987 as the first Executive Director of Twin Cities Housing Development Corporation, a non-profit, affordable housing developer created by the Cities of St. Paul and Minneapolis where, as one of the country's first non-profit organizations to be a sole general partner in syndicated transactions, TCHDC developed and syndicated 12 leasehold cooperatives, which entailed complex, layered finance and tax structuring and resident training and organization. Returning to Washington, D.C. in 1987, she used her skills in structuring complex financial transactions at National Housing Partnerships as Director of Portfolio Finance, handling work-outs and sophisticated project finance, and then as Director of the Affordable Housing Group provided risk capital for low income housing, tax credit projects. Ms. Steen currently serves as the Co-Chair of The Housing Partnership Network and the Housing Task Force of the Washington DC Board of Trade. She is on the boards of the Washington Area Housing Partnership, an affiliate of the Metropolitan Washington Council of Governments and the National Housing Conference, and is a member of the Fannie Mae Washington, DC Partnership Office Advisory Council. She is also a member of DC Building Industry Association, Coalition for Non Profit Housing Development, Maryland Center for Community Development, Housing Association of Non-Profit Developers, Urban Land Institute, and National Housing & Rehabilitation Association. Ms. Steen has a B.A. degree from Carnegie Mellon University, Pittsburgh, PA and has done postgraduate work at American University, Washington, DC. Leslie Steen
