A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Ms. Loretta Tate to the Comprehensive Housing Strategy Task Force.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Loretta Tate Confirmation Resolution of 2004".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

LORETTA TATE

PROFESSIONAL EXPERIENCE

SUMMARY:

Fifteen years of extensive responsibilities in the field of community development. Level of experience primarily focused in the area of commercial and affordable housing development as well as health care that includes physical and mental health (substance abuse treatment and prevention).

PROFESSIONAL HISTORY:

Marshall Heights Community Development Organization, Inn. (MHCDO) 1989 to present

The President and Chief Executive Officer is the chief executive officer of the Corporation. This position manages and controls all of the business and affairs of the Corporation on a day-to-day basis including, without limitation, the authority to retain or discharge, at his or her discretion, all employees of the corporation. He or she may sign, with a secretary or any other proper officer of the corporation, any deeds, mortgages, bonds, contracts, or other instruments which the Board of Directors has authorized to be executed, except in cases where the signing and execution is expressly delegated by the Board of Directors or the bylaws or by statute to some other officer or agent of the corporation; and in general he or she performs all duties incident to the office of President and such other duties as may be prescribed by the Board of Directors. The President and Chief Executive Officer is a member of the Board of Directors, ex officio. The President and Chief Executive Officer reports directly to the Chairperson of the Board of Directors.

The Vine President for Human Services is responsible for the supervision and management of the grant efforts and any project that deals with/or is associated with health and healthcare, social services and senior citizens programs. The Vice President is primarily responsible for all relations with partners, collaborators, and funders as well as oversight of project financing. This position is accountable for all project administration (personnel management, general fiscal management, contractors and consultants), the development and coordination of existing and new programs, and all MHCDO Human Service's initiatives

The Director for Health and Community Wellness is responsible for the supervision and management of the grant efforts and any project that deals with/or is associated with health care. The Director is the primary liaison in all relationships with partnerships involving health care for the organization. This position has oversight of project financing and is accountable for all project administration (personnel management, general fiscal management, contractors and consultants), the development and coordination of existing and new programs for all MHCDO healthcare initiatives.

The Project Director of the Fighting Back Initiative is responsible for the development and coordination of an Initiative to reduce the demand for illegal drugs and alcohol. This position oversees the project administration, (management, and general fiscal management, contractors and consultants) as well as serves as the liaison to the broader community, including private and public agencies.- This position is responsible for the development of policies and system reforms concerning substance abuse. Negotiates with city officials and their corporate counterparts in leveraging funds for the Initiative.

The Executive Assistant position requires a thorough knowledge of the programs in operation at MHCDO and the community at large. Represents the President and Chief Executive Officer as the community liaison. Attends meetings and conferences in behalf of the organization. Serves as a technical advisor to the senior staff and other community organizations. Prepares communications, which express the views and ideals of the organization. Coordinates the preparation of briefings, summits, conferences and community meetings. Participates in the preparation of proposals and legal contracts.
