A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Mr. Christopher B. LoPiano
to the Comprehensive Housing Strategy Task Force.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
That this resolution may be cited as the "Comprehensive Housing
Strategy Task Force Christopher B. LoPiano Confirmation Resolution of
2004".
Sec. 2. The Council of the District of Columbia confirms
the appointment of:

Force, established by section 2 of the Comprehensive Housing Strategy
Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52),

end I-year from the date a majority of the first members are sworn-in.
Sec. 3. The Council of the District of Columbia shall
transmit a copy of this resolution, upon its adoption, each to the
nominee and to the Office of the Mayor.
Sec. 4. This resolution shall
take effect immediately.

Christopher LoPiano
Senior Vice President
Mid-Atlantic Development Manager,
Bank of America Community Development Corporation
Christopher LoPiano is development manager for the Bank
of America Community Development Corporation (CDC) Mid-Atlantic region.
In this capacity, he is responsible for Bank of America CDC development
efforts in Maryland, Virginia and Washington, D.C. He also manages the
Bank of America CDC office in Washington, D.C.
The Bank of America CDC is a v holly owned subsidiary of
Bank of America and was chartered by the Office of the Comptroller of
the Currency for the purpose of investing in community development
projects. The Bank of America CDC is an equity partner with
community-based developers and is an active owner/developer of real
estate properties. The Bank of America CDC invests primarily in
affordable housing, both rental and for-sale.
Prior to joining Bank of America in January, 1994, Mr.
LoPiano served as deputy director of the Marshall Heights Community
Development Organization (MHCDO), a nationally recognized., community
development corporation in Washington, D.C. that focuses primarily on
rental and for-sale affordable housing, retail and industrial
development. At MHCDO, he was responsible for the housing and economic
development program and served as chief financial officer. Prior to
joining MHCDO in 1985, Mr. LoPiano worked for a community development
corporation in Baltimore, Md., where he was responsible for commercial
real estate and small business development.
In addition to more than sixteen years of professional
experience in community development, Mr. LoPiano serves on the District
of. Columbia, Local Advisory Committee of the Local Initiatives Support
Corporation (LISC). The LISC Advisory Committee has responsibility for
reviewing and recommending grants and loans to be made by LISC in
support of the community development efforts of local community
development corporations. Mr. LoPiano also serves on the Board of the
Community Facilities Fund, a Washington, D.C. non-profit that provides
financing and grant support to non-profits for the development of
community facilities.
Mr. LoPiano earned a bachelors of arts degree in
Economics and Governmment from Georgetown University in Washington, D.C.

Senior Vice President, Community Development Banking, Mid Atlantic
Region
- Directs Bank of America Community Development
Corporation (CDC) real estate development efforts in Maryland, Virginia
and Washington, DC. Manages the Bank of America CDC offices in
Washington, DC and Baltimore. Oversees all aspects of the CDC, which is
an equity investor and an active owner/developer of real estate
properties. The Bank of America CDC develops affordable housing, both
rental and for-sale, and commercial and industrial projects whose
purpose is job creation. Partnering with local and state governments,
community-based organizations and developers, the CDC revitalizes
communities based on small-area plans that are the collaborative vision
of communities, government entities and developers. Invested debt and
equity in the Mid-Atlantic of approximately $165 million. Developed over
2000 units of multi-family rental, 1500 units of for-sale housing and
retail and office space. Responsible for development of $80 million
downtown, mixed use redevelopment project including loft apartments in
eight 19th century buildings and in a 17-story highrise tower, parking
garage and XX square feet of retail. Extensive experience with various
financing tools such as FHA, Fannie, fixed and variable rate bonds,
historic and low-income housing tax credits and interest rate risk
mitigation tools, e.g., swaps, caps and forward purchase of MBS.
1985-1994, Marshall Heights Community

- Managed Housing and Economic Development
Division, which developed single and multi-family for-sale and rental
projects, industrial parks and office/retail space. Provided technical
assistance to small businesses in all aspects of obtaining financing.

construction, permanent and gap financing for projects in excess of 0$35
million. Assisted CEO with organizational development, strategic
planning and major fundraising for internationally recognized community
development corporation.

Ford Foundation and local foundations. Responsible for direct assistance
to small businesses, developing commercial - real--estate, loan

- Worked for a variety of community-based
development organizations and national organizations. Services included
proposal preparation and fundraising strategies, board and staff
