A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the reappointment of Mr. James S. Kane to the Historic Preservation Review Board.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Historic Preservation Review Board James S. Kane Confirmation Resolution of 2003".

Sec. 2. The Council of the District of Columbia confirms the reappointment of:

(Ward 2)

as a historian member of the Historic Preservation Review Board, established by Mayor's Order 83-119, issued May 6, 1983 (30 DCR 3031) pursuant to section 4 of the Historic Landmark and Historic District Protection Act of 1978, effective March 3, 1979 (D.C. Law 2-144; D.C. Official Code § 6-1103), for a term to end July 21, 2006.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately.

2001-present, General Services Administration, Washington. D.C.
Public Building Service-Portfolio Development Division
The Portfolio Development Division provides program and project management services for a major new construction, modernization, lease construction, renovation, repairs and alteration projects. Current project volume is approximately $3 billion worth of project in the National Capitol Region, Responsibilities included:

Project Manager

  • Managing the solicitation and hiring of a consultant to assist GSA with the development competition for the renovation of the Old Post Office in Washington, D.C.;
  • Coordinating internal GSA staff and our consultant, and their associates, in the production of a RFQ, within 60 days of notice to proceed;
  • Directing the due diligence process so that prospective respondents to the RFQ. have the building/site information necessary to effectively compete for the rights to renovate the building;
  • Maintaining project information and addressing both internal and external project inquiries and reporting requirements; and
  • Providing pre-solicitation project management services as required to move this project through the review and approval process.

1999-2001: Charles E Smith, Washington, D.C.
Assistant Vice President
Charles E. Smith was a public company with a portfolio of over 29,000 residential units in the Washington, D.C. metro area, Chicago, Boston and Southeast Florida. It has since merged with Archstone to form Archstone-Smith REIN: Responsibilities included: 

Project Manager

  • Oversight of land sale, site development and construction interface for Alban Towers, a $65 million, 229 unit historic preservation project in D.C.;
  • Managing the pre-development entitlement, design, engineering and historic preservation permit process;
  • Coordinating architects. engineers and contractors during construction;
  • Assisting with marketing and property management staff, and consultants to lease the project;
  • Assuring the approval and awarding of the historic tax credits.

1987-1999   Sherman R. Smoot Construction, Falls Church, Virginia
Sherman R. Smoot provides general construction and development services in the Washington, D.C. metro area. Corporate sales rose from $40 million to $200 million during this time. Responsibilities included:

Construction Sales & Marketing (1995-1999)

  • Overseeing Sales and Marketing efforts In Washington, D.C. area; and
  • Developing sales and marketing materials.

Development Project Manager (1987-1993)

  • Managing pre-development design, engineering and permit process,
  • Analyzing development cost and scheduling issues; and
  • Overseeing development process during construction.

1985-1987   Diversified Investment Services, Baltimore. Maryland Real Estate Development Company

  • Managing $30 million industrial bond application and sale; and
  • Overseeing land acquisition and development of multi-phase warehouse complex

  • Overseeing development of multi-family elderly complex in Reston, VA and a 45,000 square feet historic structure in Washington.
