A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve the proposed compensation system changes submitted by the Mayor for the position of Chief of the Metropolitan Police Department.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "'Chief of the Metropolitan Police Department Compensation System Changes Emergency Declaration Resolution of 2003".

Sec. 2. It has become necessary to adjust the Police Salary Schedule for Class 11 (Police Chief). The Mayor believes it is crucial for the stability and further improvement of public safety and policing operations in the District of Columbia to retain the services of Charles H. Ramsey as Chief of Police. The salary schedule for the Police Chief has not been adjusted since 1998. It is recommended that the proposed compensation system changes to the Class 11 Police Service Salary Schedule be immediately considered and approved.

Sec. 3. The Council of the District of Columbia finds that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Chief of the Metropolitan Police Department Compensation System Changes Emergency Declaration Approval Resolution of 2003 be adopted on an emergency basis.

Sec. 4. This resolution shall take effect immediately.
