Councilmember Brazil introduced the following bill, which was referred to the Committee on Economic Development.

A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To transfer the authority to promote the District of Columbia as a location for boxing, wrestling, and martial arts events from the Boxing and Wrestling Commission to the Sports and Entertainment Commission.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,

That this act may be cited as the "Transfer of Promotional Authority from the Boxing and Wrestling Commission to the Sports and Entertainment Commission Act of 2002".

Sec. 2. Amendments to the Boxing and Wrestling Commission Act of 1975.

The Boxing and Wrestling Commission Act of 1975, effective _____ (D.C. Law 1-20; D.C. Official Code §3-601 et seq.) is amended as follows:

(a) Section 2 (D.C. Official Code §3-601) is amended by striking the phrase ", to promote the District of Columbia as a location for boxing, wrestling and martial arts events,".

(b) Section 6 (D.C. Official Code §3-601) is amended as follows:

(1) Strike the phrase "sole direction, management, control and jurisdiction" and insert the phrase "sole regulatory authority" in its place.

(2) Add a new subsection (c) to read as follows:

"(c) The Sports and Entertainment Commission shall have the authority to promote the District of Columbia as a location for boxing, wrestling, and martial arts events.".

(c) Section 7 (D.C. Official Code § 3-606) is amended by adding a new subsection (n) to read as follows:

"(n) Within 90 days of the effective date of the Transfer of Promotional Authority from the Boxing and Wrestling Commission to the Sports and Entertainment Commission Act of 2002, the Boxing and Wrestling Commission shall enter into a memorandum of agreement with the Sports and Entertainment Commission setting forth their agreement on the coordination of activities between the commissions. The agreement may thereafter be amended from time to time. The initial agreement, and any amended agreement, shall be filed with the Secretary to the Council.".

(d) Section 8 (D.C. Official Code § 3-607) is amended by repealing subsection (e).

Sec. 3. Amendment to Omnibus Sports Consolidation Act of 1994. The Omnibus Sports Consolidation Act of 1994, effective August 23, 1994 (D.C. Law 10-152; D.C. Official Code § 3-1401 et seq.) is amended by adding a new section 21 to read as follows:

"Sec. 21. Promotion of boxing, wrestling, and martial arts events.

"Within 90 days of the effective date of the Transfer of Promotional Authority from the Boxing and Wrestling Commission to the Sports and Entertainment Commission Act of 2002, the Sports and Entertainment Commission shall enter into a memorandum of agreement with the Boxing and Wrestling Commission setting forth their agreement on the coordination of activities between the commissions. The agreement may thereafter be amended from time to time. The initial agreement, and any amended agreement, shall be filed with the Secretary to the Council.".

Sec. 4. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code §1-206.02(c)(3)).

Sec. 5. Effective date.

This act shall take effect following approval by the Mayor (or in the event of veto by the Mayor, action by the Council to override the veto), a 30-day period of Congressional review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code §1-206.02(c)(1)), and publication in the District of Columbia Register.
