A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 

To declare the existence of an emergency with respect to the need to express a vote of no-confidence in Inspector General Charles C. Maddox and to request the resignation of Mr. Maddox. 

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Sense of the Council Vote of No-Confidence in Inspector General Charles C. Maddox Emergency Declaration Resolution of 2002." 

Sec. 2. (a) On January 24, 2002, the Committee on Government Operations adopted the Committee on Government Operations Vote of No-Confidence in the Inspector General of the District of Columbia Charles C. Maddox Resolution of 2002. 

(b) The resolution asked for Mr. Maddox to immediately tender his resignation. 

(c) The resolution was accompanied by a summary of the facts which were disclosed during the hearing held on January 17, 2002 by the Committee on Government Operations and subsequent to that hearing. 

(d) The facts call into question the candor, credibility, integrity and ability of Charles C. Maddox to perform his duties as Inspector General of the District of Columbia. 

(e) It is a priority of the Council to reestablish public trust in the Office of the Inspector General, as soon as possible. 

Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Sense of the Council Vote of No-Confidence in the Inspector General Charles C. Maddox Emergency Resolution of 2002, be adopted on an emergency basis. 

Sec. 4. This resolution shall take effect immediately.
