A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Mr. Reginald E. Gilliam, Jr. to the Board of Trustees of the University of the District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the " Board of Trustees of the University of the District of Columbia Reginald E. Gilliam, Jr. Confirmation Resolution of 1999".

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a member of the Board of Trustees of the University of the District of Columbia, established by section 201 of the District of Columbia Public Postsecondary Education Reorganization Act, approved October 26, 1974 (88 Stat. 1424; D.C. Code §31-1511). completing the unexpired term of Marie C. Johns, which will end May 15, 2003.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Managed the administration of New York State's rail, motor carrier and upstate port programs. Administered a multiple bureau state-wide capital construction and regulatory program (200+ employees, $300 million in state bond and appropriations money). Worked directly with local governments, transportation industry carriers, shippers and citizen groups administering a multi-modal program that sought to make transportation infra-structure investment a component part at state economic development.

Major Accomplishment:

  • Developed the first multimodal state government transportation organization.
  • Successful programs implemented included: state rail passenger program, preservation of GM Assembly plant, and development of South Bronx/Harlem River Rail Yard.

U.S. Government

U.S. INTERSTATE COMMERCE COMMISSION, 1980 - 1988

Commissioner Appointed by President and confirmed by U.S. Senate, second Black Member in 100 year history of agency.
Vice Chairman

Directed a personal staff of 10, including 4 attorneys. Directed federal regulation of nation's surface transportation industry via rule marring and case decisions. Became vigorous advocate for small transportation businesses. Personally visited carrier and shipper facilities in over 25 states.

Major Accomplishments:

  • Implemented new national transportation regulatory policy for rail, motor carrier, bus and household moving industries.

  • Participated in major rail merger cases of modern era.
