Williams Announces Appointment of Herbert Tillery as Deputy Mayor for Operations(Washington, DC) Mayor Anthony Williams announced today that he has named Herbert R. Tillery, executive director of the Center for Excellence in Municipal Management and adjunct assistant professor of public administration at George Washington University, to the position of Deputy Mayor for Operations. Tillery will be one of four deputy mayors who report to the City Administrator, John A. Koskinen. "Herb Tillery’s extensive experience in senior executive level human resource management and development along with his solid organizational skills and his reputation for innovation and vision make him extremely well-qualified for this position," said Mayor Williams. "As we work to sustain the considerable progress that my Administration has made in customer service, clean communities, neighborhood services and performance management, Herb’s background in the military and his work in civilian municipal management will be invaluable." As Deputy Mayor for Operations, a position filled until now by the City Administrator, Tillery will provide leadership and direction in the management of the following agencies: Motor Vehicles, Public Works, Transportation, Procurement, Personnel and Property Management. He will also coordinate technology issues across the government with the City Administrator and oversee the Operational Improvements Division. Additionally, Tillery will be responsible for continuing improvements in service quality, particularly in the areas of neighborhood services, street cleaning and snow removal, human resource management, property management and procurement. "I am excited and humbled to have this opportunity to serve the citizens of and visitors to the District of Columbia," said Tillery. "The excitement is heightened by the fact that I get to do this in the town I grew up in and love. I look forward to contributing to the transformation efforts being undertaken by the Williams Administration." Tillery was born in Morehead City, NC and raised in Washington, DC where he graduated from Theodore Roosevelt High School. He received a Bachelor of Science degree in Sociology from North Carolina A&T State University in Greensboro, NC and was commissioned as a Second Lieutenant in 1970. While on active duty, he earned a Master of Public Administration degree from Jacksonville State University. After 26 years in the military, Tillery retired with the rank of Colonel. Tillery has held a variety of senior executive leadership positions, both during his military service and in the public sector. From 1996 – 1998, he served as the deputy chief operating office and the chief of staff for the DC Public Schools. He also served as executive officer in the Office of the Deputy Assistant Secretary of Defense for Personnel Support, Families and Education; deputy commander of the Army’s Criminal Investigation Command; commander for the Department of Defense’s only maximum security prison (2,100 convicted felons); and as an inspector general for the Army. In his present position at George Washington University, which he has held since 1998, Tillery is primarily responsible for the design, development, implementation and oversight of the Program for Excellence in Municipal Management, an executive education program for middle and senior managers within the DC government. Tillery has been designated as a principal on the Council for Excellence in Government and is a member of the Board of Editors of The Public Manager Journal. He has also been honored as an Outstanding Young Man of America, Who’s Who in the South and Southwest and as a member of the International Who’s Who of Professionals. He is a member of the American Society for Public Administration, the DC Chamber of Commerce, the International City/County Management Association and the National Forum of Black Public Administrators. Tillery’s appointment is effective on Monday, June 3. |
