A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Hiram K. Brewton to the
District of Columbia Board of Elections and Ethics.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
That this resolution may be cited as the "District of Columbia
Board of Elections and Ethics Hiram K. Brewton Confirmation Resolution
of 2007".
Sec. 2. The Council of the District of Columbia confirms
the appointment of
Mr. Hiram K, Brewton
3312 Carpenter Street, S.E.
Washington, D.C. 20020 (Ward
7)
as a member of the District of Columbia Board of
Elections and Ethics, established by section 3 of the District of
Columbia Election Code of 1955, approved August 12, 1955 (69 Stat. 699;
D.C. Official Code § 1-1001.03) for a term to end July 7, 2009.
Sec. 3. The Council of the District of Columbia shal'
transmit a copy of this resolution, upon its adoption, to the nominee
and to the Office of the Mayor. Sec.
4. This resolution shall take
effect immediately.

Summary of Oualifications: 14 years in private sector
security management. Developed and implemented over 30 security programs
for shopping malls and office complexes in over 26 cities. 20 years
experience in criminal justice, to include police community relations,
supervision, management, career development, training, and news media
relations.
Professional Experience:
Downtown Business Improvement District
Washington, DC
Director of Environmental Services, 1999-present
Represent the downtown DC Business Improvement District
to area law enforcement agencies, the Department of Public Works, and
other service providers.
- Identify, plan and implement
improvement projects to be undertaken by the Downtown Business
Improvement District and its members.
- Direct improvement processes from
conceptualization through the fundraising, pen-nit and completion
stages.
- Establish database, tracking and
evaluation instruments and reporting to accurately reflect the needs and
improvements in the downtown DC environment.
Director of Field Operations, 1997-1999
Responsible for the recruitment, hiring and training of
the Downtown SAMS.
- Directed the training, scheduling,
zone deployment and equipping of the Downtown SAM'S with uniforms,
supplies, tools and vehicles by the program's scheduled start-up date.
- Accomplished, within budget, the
goals for both safety and maintenance as outlined in the Downtown
Business Improvement District's business plan.
- Established a good working
relationship with the different law enforcement agencies operating in
the Downtown. Business Improvement district, along with the Department
of Public Works and Water and Sewer Authority.
- Developed a working Safety Network
in the Downtown Business Improvement District.
The Rouse Company
Senior Regional Security Coordinator, 1984-1997
Responsible for managing mall operations, safety, and
security, including, but not limited to, recruitment, security staff
training, and risk management training.
- Served on the Security Committee
that developed the security management training
- Maintained "The Shops at
National Place" security plan.
- Recommended and implemented any
necessary changes.
- Managed the security department
commensurate with the security plan and within
budget.
- Implemented a security plan that
resulted-in a 35% reduction in mall crime.
- Prepared and supervised 24 training
sessions for the security department.
- Maintained mall emergency evacuation
plan.
- Interfaced daily with 100% of the
mall merchants, addressing their safety/security needs that are commensurate with my responsibility and
authority.
Washington, DC Metropolitan Police Department

Served as the Metropolitan Police Department's Director
of Public Information, supervising a fill staff of Information
Specialists, the Freedom of Information Act Officer, the Hispanic
Coordinator, and the Crime Solvers Program.

Department.
- Coordinated the annual issuance of
media press passes.
- Prepared speeches and written
responses for the Chief of Police.

Public Relations Officer, 1968-1973
Responsible for cadet recruitment operations and investigations.
- Initiated an overall Police
Community Relations Program to include civic groups, churches,
recreation centers, local merchants, and schools with the primary
emphasis on easing the tension following the 1968 riots. Many of these
community policing activities are on-going to date.
- Lectured at DC, Maryland, and
Virginia area high schools, colleges, universities, and military bases
on career opportunities within the DC Metropolitan Police Department.
- Completed background investigations
on police applicants.
- Provided career counseling for
cadets.
- Maintained personnel files, progress
reports, initiated step-increases, and administered the Civil Service
Examination to police and cadet applicants.
