Councilmember Jack Evans (Ward 2) testified before the DC
Office of Campaign Finance today, denying charges that he was lobbied
improperly by the Washington Convention Center Authority regarding the proposed
convention center at Mt. Vernon Square.
Evans testified in support of WCCA consultant Ibrahim
Mumin, whose activities in support of the Mt. Vernon Site are under investigation by the
Office of Campaign Finance. On April 10, OCF director Cecily E. Collier-Montgomery issued
a preliminary determination that Mumin apparently lobbied officials
in the legislative branch in violation of DC Code 1-1435(b)(3).
Lawyer-lobbying David Wilmot, representing Mumin, argued
that Mumin could not have lobbied Evans because no legislation on the site for the
convention center is pending.
In fact, several bills are before the DC Council,
including financing legislation, street and alley closings specific to
the Mt. Vernon site, as well as the nomination of Terence Golden to be Chair of the WCCA
Board of Directors.
Evans support is critical for the approval of the
Mt. Vernon site because it is located in his ward.
A ruling from the Office of Campaign Finance is expected
this week.
