Office of the Inspector General

The Office of the Inspector General is the executive branch’s equivalent of
the City Council’s DC Auditor. The Inspector General investigates accusations of waste,
fraud, mismanagement, and corruption in the District government. If the office discovers
matters that are possibly criminal, it refers them to the US Attorney for the District of
Columbia, or possibly to the Corporation Counsel, for prosecution. Otherwise, the
Inspector General has the power to write and issue reports on its findings. The Office was
made independent of the Mayor by the same federal legislation that created the DC
Financial Responsibility and Management Assistance Authority, the Control Board.

The current Inspector General is Charles J. Willoughby, who was appointed on
May 18, 2005. The announcement of his appointment is available here.
