REVEREND DR. MORRIS SHEARIN, PASTOR
ISRAEL BAPTIST CHURCH
WASHINGTON, D.C.
April 27, 2001

GOOD MORNING, I AM MORRIS SHEARIN, PASTOR OF ISRAEL BAPTIST CHURCH IN NORTHEAST, WASHINGTON, DC. I AM HERE THIS MORNING TO SAY TO YOU THAT THE DISTRICT'S CURRENT HEALTH CARE DELIVERY SYSTEM DOES NOT MEET THE NEEDS OF OUR RESIDENTS.

WE HAVE TOO FEW CLINICS IN NEIGHBORHOODS, AND A PUBLIC GENERAL HOSPITAL THAT COSTS MORE THAN WE NEED TO CONTINUE TO PAY FOR.

MY CHURCH IS IN WARD 5. A WARD THAT HAS THE HIGHEST INCIDENTS OF INFANT MORTALITY IN THE CITY. INADEQUATE ACCESS TO HEALTH CARE FOR OUR RESIDENTS IN MY, AND OTHER WARDS EAST OF THE ANACOSTIA RIVER, MUST STOP! IN AN EFFORT TO MEET THE PRESSING NEEDS OF MY COMMUNITY, WHICH INCLUDES AN INCREASING NUMBER OF UNDOCUMENTED CHILDREN AND FAMILIES, I HAVE STARTED A FREE CLINIC MINISTRY AT MY CHURCH. WE PROVIDE HEALTH SCREENING AND IMMUNIZATION SERVICES TO THESE CHILDREN AND FAMILIES WITHOUT REIMBURSEMENT OR COSTS TO OUR CITIZENS OF ANY KIND. WE DO THIS BECAUSE WE BELIEVE THAT WE ARE CALLED TO DO THIS, AND BECAUSE WE BELIEVE THAT WE MUST MAKE CERTAIN THAT EVERY RESIDENT IN THIS CITY HAS ACCESS TO HEALTH CARE THAT IMPROVES THEIR QUALITY OF LIFE.

I FULLY SUPPORT MAYOR WILLIAMS' PLAN TO TRANSFORM THE PUBLIC HEALTH CARE SYSTEM, AND ENCOURAGE YOU TO VOTE YES ON THIS CONTRACT BEFORE YOU. TO DO LESS FOR OUR CITIZENS WOULD BE SINFUL!!

Rev. Morris L. Shearin
