D.C. Sports & Entertainment Commission Board of Directors Whereas, the Executive Branch of the District of Columbia government has referred a proposed Project Labor Agreement to the Board of Directors for the D.C. Sports & Entertainment Commission (the "Commission") for its consideration; Whereas, the Executive Branch of the District of Columbia has reached a preliminary determination that the Project Labor Agreement is in the best interest of the District government and the residents of the District of Columbia in that it contains provisions that are intended to: (i) ensure labor harmony in connection with the construction of the new baseball stadium; (ii) ensure that District residents are given preference over non-District residents for construction jobs related to the new baseball stadium; (iii) provide outreach and job training for un- and under employed District residents; and (iv) prevent strikes and other labor disruptions related to the new baseball stadium,. Whereas, the Commission has reviewed the form of the proposed Project Labor Agreement and has considered the advice and analysis of its Chief Executive Officer and certain of its consultants with regard to the proposed Project Labor Agreement and has determined that the proposed Project Labor Agreement is likely to be in the best interests of the Commission, the District government and the residents of the District of Columbia; and Whereas, the Commission believes that a formal economic study should be conducted to evaluate whether the preliminary determination of the Executive Branch and the Commission, as embodied in this resolution, is supported by such study; NOW, THEREFORE, BE IT RESOLVED by the Commission this 6th day of July, 2005, in a duly noticed and properly called meeting of the Board of Directors, that: 1. Based on the information currently available to the Board of Directors, the Board of Directors has determined that the proposed Project Labor Agreement is in the best interest of the Commission, the District government and the residents of the District of Columbia. 2. A detailed independent economic study should be conducted by the Commission and the District of Columbia government, working in cooperation with the District's Office of Contracting and Procurement, to evaluate the potential benefits, risks and costs associated with the proposed Project Labor Agreement. Such a study should consider: (i) the potential cost increase or savings associated with the proposed Project Labor Agreement,; (ii) the impact the proposed Project Labor Agreement will have on employment opportunities for District residents; and (iii) the potential for labor disruptions which could delay the new baseball stadium and expose the District government and the Commission to damages for late delivery of the stadium. |
