Dear Mr. Maddox., This is to confirm that the United States Attorney's Office has declined criminal prosecution of the above-referenced matter. We appreciate your prompt referral of this mattes to our Office and the thorough and professional work of your staff during the course of this investigation. Although we are declining prosecution, we nonetheless share your concern about the secretive and irregular manner in which these salary payments were obtained and the questionable legal basis for them. As we have discussed, we were also troubled by the lack of candor and cooperation exhibited red by certain D.C. government employees during the course of the investigation. Accordingly, we are referring this matter back to your office for whatever civil, administrative or other action you deem appropriate. Please do not hesitate to contact me if we can be of any assistance in connection with the preparation of a report or any administrative action you may pursue in connection with this matter.
