Dear Mr. and Mrs. Voter:

We have been deeply disappointed with Kevin’s performance these last six years. He is a below average council member. He really must address serious attendance problems at council meetings, pay genuine attention to the needs of the people, and fulfill his promises (which, frankly, are often vague and contradictory). He needs to replace rhetoric with results. He clearly lacks the experience and qualifications for higher office. Until Kevin begins to address these glaring deficiencies, his grade is an "F." Kevin Chavous has failed the residents of D.C.

Therefore, he cannot be promoted to the position of Mayor.
