Public Safety — Outlaw is committed to providing safe, clean streets with more police foot patrols and effective satellite precincts in each ward.

Economic Development — Outlaw is committed to increasing the city’s revenue base by developing our local neighborhood corridors and tax incentives for businesses.

Phyllis J. Outlaw is active in national and local business, community, political, and social organizations. This longtime Democrat has served as: General Counsel for Ward 4 Democrats; At-Large Committeewoman for the Democratic Party; and Delegate to a National Democratic Convention. She has served as Founder and President of Professionals for Political Education, Channels Network, and the Woman to Woman Group. A product of D.C. public schools and a graduate of the Howard University School of Law, Ms. Outlaw was selected to appear in Who’s Who in Washington 1984 and Outstanding Women in America 1984. In addition, she has been featured in both Ebony and Jet magazines.
