Under Chairman Cropp’s leadership, the Council of the District of Columbia unanimously approved a balanced budget for fiscal year 1999. It is the second of four balanced budgets needed to phase out the “Financial Authority.” The 1999 budget includes an increase of $90 million for education, $11 million in tax cuts, millions to improve service delivery to citizens via management reform and reduces the accumulated deficit to $41 million dollars.

Under Chairman Cropp’s leadership, the Council established budget priorities that achieved the balanced “Consensus” budget for fiscal year 1999 and the balanced budget for fiscal year 1998.

Chairman Cropp continues to lead the Council in the lawsuit to gain full voting representation in Congress for the District.

Under Chairman Cropp’s leadership the Council approved the President’s Revitalization Plan that transferred the nearly five billion dollar pension fund liability to the Federal Government along with other state functions such as the housing of convicted felons.

Under Chairman Cropp’s leadership, the Council approved the “Truth in Sentencing” guidelines. The Council’s approval allows locally elected officials to determine what changes will be made in the sentences given to the District's convicted felons as required by the President's Revitalization Plan.

Under Chairman Cropp's leadership, the Council approved major reform legislation that streamlines business regulations.

Under Chairman Cropp’s leadership, the Council approved legislation she sponsored that defines emergency medical services for the purpose of insurance coverage.

Under Chairman Cropp’s leadership, the Council authorized for an initial five year period, three business improvement districts covering almost 200 blocks and generating revenue of $50 million for special services that will supplement municipal services.

Chairman Cropp sponsored legislation designed to stop skyrocketing water and sewer rates by placing the new Water and Sewer Authority under the regulation of the Public Service Commission.
