A Mayor for every neighborhood
The District of Columbia is at a critical crossroad in its history. Over the past ten
years, many residents and businesses have left the District. To stem this exodus and to
rebuild the city, I will focus policy decisions on stabilizing neighborhoods, improving
our schools and the delivery of government services, retaining existing businesses and
attracting residential and business development within our neighborhoods. Schools are the
heart of a neighborhood. Our neighborhood schools must offer quality educational
programming and modernized facilities in order to retain and attract neighborhood
families.

City Councilmember and chair of the Councils Committee on Education, Libraries and
Recreation
Education
- demanded that the school system develop a master facilities plan which passes public
comment and is approved by the City Council. School closings should not be considered
unless recommended in the approved master plan.
- held more than 40 hearings and roundtables in 18 months enabling parents, students and
communities to be heard about school issues
- placed additional $1.6 million in library budget to increase hours libraries are open
- reversed budget cutbacks that threatened the survival of The University of the District
of Columbia
- supports school based budgeting and local school governance fought to reverse
deterioration of DC public schools and worked with school officials to map strategies to
improve student performance
- authored legislation to enable school facilities maintenance, construction and
modernization
Protecting Neighborhoods
- co-introduced emergency, temporary and permanent legislation to regulate trash transfer
stations
- wrote the law that gives communities legal muscle-to shut down crack houses and supports
community policing
- fought legislation that allows commercial liquor licenses in residential neighborhoods
- introduced legislation to continue the moratorium on Class B wine and liquor licenses
- worked with Wayne Curry to establish joint border patrol with PG County police
- supports rent control and opposes vacancy decontrol
- fought to protect historic preservation and environmental laws threatened by the control
board
- supported Kingman Park residents
- opposed to an entertainment center on Childrens Island
- calls for vigorous enforcement of District laws, including zoning, ABC and safety laws
Economic development that makes sense for DC neighborhoods
- opposes the Convention Center at Mt. Vernon Square with its billion dollar cost to the
taxpayer that will be obsolete in 10 years
- will direct DC economic develop funds to neighborhood commercial corridors to stabilize,
retain and attract viable businesses
