EDUARDO BURKHART
For
U.S. Shadow House of Representative

When I win the election, I will definitely enter the House of Representatives Chamber and take D.C. seat and will motion the FOUR DEMANDS on 3 January 1999. Here is his political platform.

1. Pass D.C. Statehood Act

In 1980 referendum, the District residents voted for D.C. Statehood. In 1995, the Congress denied the H.R. 51, New Columbia Admission Act. I will re-introduce the H.R. 51 and have it passed.

2. Oust Control Board and Reform D.C. Laws

The Congress and President set up the Control Board that took the power from all elected officials like Mayor, members of council and ANC. The Congress and Control Board have the power to override any bills which local elected of ficials vote. For example, commuter taxes from VA and MD, which the local elected of ficials voted for but was killed by Congress.

We must reform the laws. There is too much red tape for business to get license. Poor education system, which delays the starting the schools on time and lack equal access for better education for every child in every where in this city. Those are examples of needing to reform the D.C. Laws.

3. Refund $46.8 Billion

The total tax liability after 55 years from 1943 to 1998 is $46.8 Billion, which is the District’s rip-off. We should transfer the funds from U.S. Treasury to State of New Columbia Treasury because we paid the federal tax without representation.

4. Pass Equal Civil Rights Amendment

The expanded equal rights amendment is called, “Equal Civil Rights Amendment”, to be amended to U.S. Constitution. The South African and Canadian Constitutions have the individual rights. The 14th amendment is very vague and does not contain specific explanation of individual rights.

There are many overturns and changes by the U.S. Supreme Court. There are other acts such as Civil Rights Act of 1964, Affirmation Act, and American Disabilities Act of 1990, which are not guaranteed because someday the Congress abolishes those famous acts.

This country will not have complete freedom until it meets the four demands. Then we will have 100 percent pure freedom and equality and diversity as we grow together into successful the 21st century.
