In their endorsement letter to Kathy, Local 36, International Association of Fire Fighters, wrote, "Local 36 believes that you have done an outstanding job of representing the needs and concerns of both the residents of Ward 3 and the members of the D.C. Fire and Emergency Medical Services Department."

The union said, "As chairperson of the Committee on the Judiciary you have conducted numerous hearings in an effort to identify deficiencies within the D.C. Fire and Emergency Medical Services Department that could have an adverse impact on the safety of our fire fighters...You insured that the D.C. Fire and Emergency Medical Services Department received our fair share of the D.C. budget dollars that were available." And, the union wrote that Kathy has "assembled a professional office of staff who understand our issues and are accessible to members of the Local 36 Executive Board."
