Triple Construction of Affordable Apartments and Homes. . .
Mandate genuine DC-wide fixed rents with options to buy after 5 years. Develop strong construction partnerships, and create a District Construction Authority to hire skilled and trainable DC residents to repair abandoned buildings and build new affordable housing.
Reduce Sales/Income Taxes and Aggressively Eliminate Waste. . .
Establish a 5% sales tax and a lower income tax rate ceiling of 8.3%. Create all-year Tax-Free Fridays and Monthly Tax-Free Weekends on all retain sales. End waste, fraud and resource mismanagement by enforcing strong and swift penalties, and provide a cash or credit bonus for the best use of DC and federal government funds or resources. 
First Class Public Schools and Teacher Salaries. . . 
Develop public and charter schools into free Public Academies that support and upgrade the basic, new, future and special education needs of all District children. Attract and keep effective teachers by paying a $40,000 base salary. Establish a fully accountable no-cost school supply system for teachers and students. Expand parent and teacher involvement. Link parents, teachers, colleges, businesses and diverse public agencies to raise standards. 
Upgrade and Strengthen Health, Police, Fire and Sanitation Services. . . 
Return, upgrade, and manage all of DC General Hospital as an efficient first class public health center. Mandate guaranteed funding, support, equipment upgrades and District cost of living salary increases for police, fire, health and sanitation professionals.
Respect and Accountability for All District Residents. . . 
Aggressively honor our expecation and right to accountable, responsive, efficient and good government. Mandate full-funding and fail-safe operation plans for DC government services. Plan, construct, maintain and enforce environmentally safe people-friendly urban systems.

Increase and Protect Employment Opportunities. .  .
Mandate first-preference hiring for residents in all District jobs. Selectively attract businesses that offer quality full time employment for DC residents. Create all-year 20-day training, counseling, certification and referral programs that guarantee quality jobs. Aggressively enforce stronger and swifter penalties against businesses and individuals that practice, promote or permit discriminatory hiring, firing, training, referral, promotion and service.
Stronger Family, Youth and Ex-Offender Assistance Programs. . .
Develop one-stop support services for young and single-parent needy families. Simplify and strengthen job training, and coordination between agencies, organizations and businesses that empower families and ex-offenders to succeed. Develop all-year (9 am-9 pm) recreation, training and job source youth programs. Mandate full voting rights for tax paying ex-offenders. 
Increase Senior Citizen Services and Protections. . .
Mandate by law low-cost prescription drugs and a special 4% sales tax for seniors over 60 on fixed incomes. Reorganize and improve agencies into one-stop and house-call services for elders. Enforce stronger-swifter penalties that protect seniors from crime, fraud, violence and harassment. Create more senior recreation and resource centers. 
More Shopping and Community Recreation/Resource Centers. . .
Provide strategic incentives for businesses to build and maintain more Metro station connected shopping/entertainment malls. Build one-stop Metro accessible all-year 7-day (9 am-9 pm) recreation, training, library and Internet multi-resource community centers.
A Real Statehood Plan for the 51st State of New Washington. . .
Organize, produce and take action on a scheduled and functional action plan to bring true American democracy and total District citizen-controlled statehood by 2010 ... the state of New Washington—Democracy's Capital State.
