The Reality Behind the Re-Election Hype

AT BEST, THE $323 MILLION DEFICIT does not account for the millions in DC and federal tax dollars that were wasted. Due to a culture of administrative arrogance, incompetence and infighting, millions of federal dollars and resources were unused and misused throughout the last three years of the Anthony Williams administration. Funds and resources intended to support and upgrade the District’s failing school system, as well as strengthen DC’s police, fire and health services, remain mismanaged. The money and paper trail is symbolic of the litter that continues to clog essential functions in DC government. The proof is clear.

BEFORE DC RESIDENTS VOTED IN THE SEPTEMBER PRIMARY Mr. Williams should've been totally truthful about his plans to raise taxes, further reduce essential services, continue education budget cuts, delay emergency service upgrades, fire more DC government employees, decrease affordable housing construction, and another unbalanced budget.* We also deserve the whole truth about wasted federal resources, questionable campaign contributions, campaign participation by government employees, as well as a total accounting of unused and misused money in general, reserve and special funds. Whether we earn $9,000 or $90,000 a year — we need a chief executive that can speak clearly, completely and honestly about where all of our money and federal funds are really going.

IT'S TIME FOR A MAYOR THAT NEVER FORGETS who pays his salary! A mayor that always wants to earn our trust, not just get re-elected. Washingtonians want a mayor of genuine integrity. A mayor that is not the target of on-going executive staff law suits, election irregularities, a DC Inspector General investigation, and federal investigations. It's time for a leader that already understands, respects and trusts the people he leads. A mayor that brings genuine dignity to the District's image. A new mayor for a New Washington!

The Ugly Truth Behind the Happy Face Rhetoric

HE SAYS IT'S ABOUT "TAXATION WITHOUT REPRESENTATION." However, in Mr. Williams’ Washington we really have Taxation Without Expectation!...without expectation of real accountability, respect, affordable quality housing, first class public hospitals, high quality public education, upgraded police and fire services, higher DC resident employment, all-year youth programs, stronger senior citizen protections, guaranteed job training, environmentally safe urban systems, or a real statehood action plan. Working in the Office of the Chief Financial Officer and the central office of DC Public Schools, I saw first-hand the critically dysfunctional conditions that are never reported in the news. Critical conditions that continue to cause failing schools, closed hospitals, poor services, fewer jobs, rising crime, as well as neighborhoods that continue to be economically and politically neglected — and generally disrespected.

IT IS TIME FOR A MAYOR THAT GENUINELY LISTENS to DC residents and understands the need for spending our millions for our needs. Washingtonians need a mayor who won't spend millions of our hard-earned tax dollars for a residential racetrack (over $5 million for 3 days), an oversize new convention center, an unwanted baseball stadium and happy-face window dressing projects. We now know the UGLY TRUTH behind the window dressing is rising crime, poorer families, unemployment and homelessness. The proof is clear, we have a mayor whose success depends on economic inequality, social division, and happy face media hype to hide serious problems. A mayor who only thinks about accountability, empowerment and unity when he has to face the forgotten majority. The Washingtonians of SE, NW, SW and NE.

DISTRICT RESIDENTS DESERVE A GENUINE LEADER that knows the difference between affordable quality housing for everyone and quality housing that is only affordable for some. A common sense mayor that clearly understands the need to fully develop Anacostia and other forgotten communities for the benefit of its current residents. It's time for real change in the District. A change that plans and creates for the benefit of all Washingtonians. It’s time for a mayor that makes real change with real action.

THERE IS A REAL DIFFERENCE BETWEEN A POLITICIAN and a public servant. My own professional experience with many other truly hard working, competent and passionate public servants demanded a real standard of excellence for serving the public. A consistent standard that always protects the people’s interests, not Mr. Williams' special interests. A standard that will no longer delay or deny the genuine respect and responsibility of true statehood by 2010. Truly, in 2002, it is time for real accountability, effectiveness, integrity and respect ...Real choice and real change — real progress! It’s time for a public servant that serves the public!

TRULY, THIS NOVEMBER 5th, THE TIME IS HERE, the time is now, the time is ours, and it is time for REAL accountability, effectiveness, integrity, respect and choice. Real leadership and people-oriented action plans. Real courage...Real change...Real progress! A new mayor for a New Washington!

RESPECT AND ACCOUNTABILITY FOR WASHINGTONIANS

Aggressively honor our expectation and right to accountable, responsive, efficient and good government. Guarantee by law full funding for essential District services and operations. Develop, upgrade and maintain fail-safe operation plans for all District government services. Plan, construct, maintain and enforce environmentally safe people-friendly urban systems. Provide real people-oriented leadership based on genuine respect, compassion, courage, integrity and action.

STRENGTHEN HEALTH AND EMERGENCY SERVICES

Return, upgrade and manage all of D.C. General Hospital as an efficient first class public health center. Mandate guaranteed funding, support, equipment upgrades and cost of living salary increases for police, fire, medical and sanitation professionals. Develop an action plan for a free unified preventative physical and mental health care program that goes directly to homes, churches, schools and community centers.

FIRST CLASS PUBLIC SCHOOLS AND TEACHER SALARIES

Develop public and charter schools into free Public Academies that upgrade, support and strengthen the basic, new and special education needs of all children. Attract and keep effective teachers by paying a $40k base salary. Establish a fully accountable no-cost school supply system for teachers and students. Expand parent involvement. Link parents, teachers, colleges, businesses and government agencies to raise standards. Develop a home-to-school interactive Internet study/learning system.

TRIPLE DISTRICT-WIDE AFFORDABLE NEW HOMES

Mandate genuine DC-wide fixed rents with options to buy after 5 years. Develop strong construction partnerships, and a District Construction Authority to hire skilled and trainable DC residents to repair abandoned buildings and build new affordable housing. Develop business training programs to create more maintenance and repair businesses owned/operated by DC residents.

REDUCE SALES AND INCOME TAXES, AND AGGRESSIVELY ELIMINATE WASTE

Establish a 5% sales tax and a lower income tax rate ceiling of 8.3%. Create all-year Tax-Free Fridays and Monthly Tax-Free Weekends on all retail sales. End waste, fraud and resource mismanagement by enforcing strong and swift penalties, and provide cash/credit rewards for the best use of District and federal government funds.

INCREASE AND PROTECT EMPLOYMENT OPPORTUNITIES

Mandate first-preference hiring for DC residents in all District jobs. Selectively attract businesses that offer quality full time employment for District residents. Aggressively enforce stronger and swifter penalties against businesses and individuals that practice, promote or permit discriminatory hiring, firing, training, referral, promotion and service. Expand free job training for young and older adults. Develop and expand free community business management training programs, and provide financial aid counseling.

STRONGER FAMILY, YOUTH AND EX-OFFENDER PROGRAMS

Develop one-stop support services that assist young and older struggling DC residents. Simplify and strengthen coordination between diverse agencies, organizations and businesses that empower families and individuals to succeed. Create all-year 20-day training, certification and referral programs that guarantee quality permanent jobs for District residents. Mandate guaranteed voting rights, school assistance, job training and life skills instruction funding for stable tax paying ex-offenders.

IMPROVE SENIOR CITIZEN SERVICES AND PROTECTIONS

Mandate a special 4% sales tax and no income tax for seniors 60 and over on fixed incomes. Reorganize and improve agencies into one-stop and house-call services for elders. Mandate 50-cent Metro fares for all seniors 60 and over. Enforce stronger and swifter penalties that protect seniors from crime, fraud, violence and harassment. Create youth mentoring programs that teach the work and life skills of seniors. Use a newly created District Construction Authority to provide low cost maintenance and repair services for the elderly.

MORE SHOPPING, LOCAL PERFORMING ARTS AND COMMUNITY RECREATION MULTI-RESOURCE CENTERS

Provide strategic incentives for businesses to build and maintain more Metro station connected shopping/entertainment malls. Create a funding plan to develop more performing arts stages for local artists. Build one-stop Metro accessible (9 a.m.-9 p.m.) recreation, training, library and Internet multi-resource community centers.

A REAL STATEHOOD PLAN FOR NEW WASHINGTON

Enforce strategic Constitutional and political options for statehood. Organize, produce and take action on a scheduled and functional action plan to bring true American democracy and total District citizen-controlled statehood by 2010...the 51st state of New Washington.
