Greetings Fellow Washingtonians,

As you know, this mayoral election year is a truly critical time in the political, governmental and socioeconomic history of the District of Columbia.

The first two years of this new millennium have presented and clearly proven a significant responsibility to finally create and develop a truly democratic people-oriented District government. The clear and present urgency of this responsibility requires real courage and fully accountable leadership. Courage that consistently conceives, plans and executes in the best interest of DC residents. Leadership that produces and promotes constructive policies for the highest common good.

In the honest realization of the political, economic and social realities that burden and divide Washingtonians, the time has finally come for a mayor of passion and principle that unconditionally acts on behalf of the people - a public servant that genuinely serves the public. It is time for a new mayor for a New Washington.

I respectfully solicit your genuine support in this critical time for the benefit of the many diverse Washingtonians who have been too long denied, disappointed and disrespected. Truly, in this crucial election year of 2002, the time is here, the time is now, the time is ours and the time is right for a People's Mayor. Remember in November!

REAL ISSUES! . . . REAL SOLUTIONS! . . .

Solution 1: Real Respect And Accountability For Washingtonians

Develop and strengthen a real partnership with the City Council, ANCs and diverse community groups to develop Livable Life Laws that raise the quality of living and safety in the District. Create, motivate and maintain a standard of accountability that eliminates fraud and waste of local and federal tax money. Develop an accountability standard that provides cash bonuses for best, proper and effective use of public funds, supplies, equipment and services. Reduce operational dysfunction at all agency levels by streamlining and innovating procedures for maximum effect; quicker response, efficient service performance and greater District resident satisfaction. Develop and maintain multi-level fail-safe systems that allow diverse public services to operate efficiently. and consistently. Provide strict enforcement and penalties (10months imprisonment and a $100,000 fine) against waste and fraud at every level. Present factual and understandable reports on the state of diverse government operations at twice-monthly community meetings. Organize and operate a daily 24-hour telephone and live interactive Internet service center staffed by motivated representatives that receive, report and resolve the widest range of public service problems within one week. Make the planning, construction and maintenance of environmentally safe people-friendly urban systems a priority on all public and private projects. Establish and enforce construction and maintenance contracts that financially and legally penalize contractors ($100,000 per week or 70% of contracted cost) for delayed, late or defective services. Increase neighborhood business development and employment with reduced two-year tax incentives on property, licensing and equipment. Enforce swift and severe penalties against employment, housing and service discrimination and harassment with 10 months of imprisonment and a $100,000 fine. Hold weekly two-hour community forums to assess resident concerns and issues. Create and motivate a genuine partnership of professional excellence and trust with every District government employee. Proactively publicize and sponsor five-day public forums to fully assess District resident advice and concerns on all publicly funded projects. Aggressively honor every Washingtonian's expectation and right to good, responsive and accountable government.

SOLUTION 2: Strengthen Health and Emergency Services

Prioritize and release all available District and federal funds to reopen and restore DC General Hospital as a 1st class regional public medical facility. Establish stronger accountability controls and a special provision in the budget that requires full financing for all public hospital and health services, as well as cost of living salary increases and benefits for medical, police and fire professionals. Develop five 24hour satellite Emergency Treatment Centers throughout the District to provide quicker access to emergency medical and health services. Operate at least five 12-hour mobile Preventative Treatment Vehicles (18-wheeler size trucks) seven days a week to provide basic medical treatment, health checkups and education. Organize a paid training program (Junior Medical Assistant) that annually recruits 100 eleventh grade high school students (organized in teams of 10) to observe and provide closely supervised assistance in specific aspects of public hospital work including administration, patient care, emergency medical care, community outreach and basic medical procedures. The Junior Medical Assistant program will create more homegrown New Washington public health professionals. Locally trained health personnel enhance the quality and delivery of care.

SOLUTION 3: First Class Public Schools and Teacher Salaries

Redevelop DC Public Schools and public charter schools into non-tuition Public Academies that empower children with a stronger curriculum of academic, technology, science, arts, strategic-critical thinking, American multicultural studies, world culture, social science, entrepreneurship, government, individual/family life management and physical-health education courses. Systematically upgrade and expand all aspects of the Public Academies to educate pre-kindergarten (age 3) to high school students. Build architecturally modular schools where the quantity of classroom and office space can be resized (expanded or reduced) to fit neighborhood student populations. Guarantee funding and budgeting to raise and maintain the base salary of teachers to $40,000, plus bonuses and benefits. Establish a functional, accountable and fully funded Central Supply Service to provide basic and specialized school supplies at no expense to teachers and students. Create a strong partnership between parents, teachers, local colleges and businesses that generate practical long term plans to educate children for the real world. Support a school administrative structure that effectively includes both parents and teachers in daily school operations. Develop tight controls with severe penalties to eliminate waste and fraud in the acquisition and distribution of school supplies, equipment and services. Expand the school year to begin on the fourth Monday of August, and end on the last Friday of June. Build the ISIS (Information Systems Infrastructure for Schools) network to enhance interactive administration (school-to-school) and learning (home-to-school). Develop the Family Ties parent/child focused after-school and weekend interactive education program to increase direct parent involvement. Sponsor First Day, Spring Break and Summer Break expos for preparation, registration, information and motivation of students and parents by recruiting diverse positive celebrity spokespersons for presentations.

SOLUTION 4: Triple District-Wide Affordable New Homes

Create a District Construction Authority to hire experienced and trainable DC residents to restore abandoned buildings, renovate existing public structures, build new affordable housing, as well as provide training and funding assistance to create resident-owned District-based construction/maintenance businesses. Establish a fixed monthly Uniform Rental Rate ($600 one-bedroom; $700 two-bedroom; $800 three-bedroom) for all DC rental units. Budget at least 20% of District and federal funds for the construction of affordable family size Terrace Homes and Apartment Homes at the established Uniform Rental Rate. Promote a tenant purchase option ($60,000 one-bedroom, $70,000 two-bedrooms and $80,000 three-bedrooms) after 5 continuous years of rental, plus a 30% monthly maintenance fee based on the pre-5 year monthly rent. Provide ten-year reduced-tax incentives for developers that build high quality apartment buildings based on the Uniform Rental Rate. Mandate first-preference housing access for Washington D.C. born legal residents and certifiably legal U.S. citizen residents of the District. Enforce strict and punitive laws (10-months imprisonment and $100,000 fines) against developers, owners, partners and individuals that permit any form of housing discrimination based on ethnicity, age, gender, handicap or religion. Strengthen swift and severe enforcement against developers, realtors, construction companies, contractors, maintenance professionals and individuals for fraudulent or faulty work. Housing protections generate stable communities and a reliable tax base.

SOLUTION 5: Reduce Income/Sales Taxes and Eliminate Waste

Support our City Council's tax reduction efforts, and encourage the creation of an 8.3% Adjusted Revenue Tax (ART) ceiling on income. The 8.3% ART formula will apply to the highest levels of income with decreasing or adjusted percentages for lower incomes, property, estates, equipment, services and investments. Reduce the sales tax to 5% with no tax on Friday retail purchases (Tax-Free Friday). Aggressively, and effectively, eliminate waste with cash bonuses for the best use of taxpayer revenues. Use a universally applied formula of 8.3 percent on gross income to provide taxpayers with a voluntary paycheck deduction retirement plan to supplement Social Security. The voluntary Supplemental Investment Plan (SIP) will produce interest-generating income for use after age 60. Fund continuous road repair and free public parking facilities by collecting an annual $830 Commuter Maintenance Fee (about $16 per week) on all non-District licensed vehicles that must display a registered and current Certified Commuter sticker. Create strategic business partnerships with select (diversity oriented) national and international companies to build and operate three (Metro station connected) year-round indoor arts, entertainment, family recreation and amusement centers that will generate continuous extra revenue from property taxes, licensing fees and shared admission fees. Mandate that 70% of all DC public and private construction crews, operating staff and maintenance personnel be District residents with legal U.S. citizenship.

SOLUTION 6: Increase and Protect Employment Opportunities

Selectively attract diverse technology, financial, communications, manufacturing, entertainment, service and franchise businesses that create quality employment opportunities for District citizens. Create a District Construction Authority to hire experienced and trainable DC residents to restore abandoned buildings, build new affordable housing, renovate existing public structures, as well as repair damaged streets and sidewalks. Develop a J.O.B. (Just One Break) employment service that quickly matches and connects employable Washingtonians with diverse local job opportunities or paid training programs. Create more publicly owned business enterprises, including discount retail warehouse malls and family entertainment centers. Develop and expand District-wide self-employment training programs, and provide new business financial aid information and referrals to local banks. Strengthen and expand the enforcement of severe and swift penalties (10-months imprisonment and $100,000 fines) against businesses and individuals that practice or promote discriminatory hiring, firing, promotion and services. Support and expand the development of small business and occupational apprenticeship curriculums in all public high schools. Develop a partnership program (New Washington Business Network) with District government agencies, federal agencies, business colleges, banks and diverse corporations to provide small business training and mentoring for low to middle income Washingtonians. The New Washington Business Network will nurture more District resident owned and operated businesses, as well as create more self-employed Washingtonians that increase employment and local economic stability. Tax revenues and jobs increase with stable and growing businesses created by District residents.

SOLUTION 7: Stronger Family and Youth Assistance Programs

Simplify services and coordination between diverse District agencies, organizations and businesses that empower families and individuals. Develop self-employment and administrative technology training programs that guarantee jobs with District-based corporate and government employers. Acquire, equip and dispatch eleven Mobile Service Centers (18wheeler size trucks) to provide six-day 8 a.m. to 8 p.m. diverse one-stop public services and life management counseling. Create at least 20 Metro accessible all-week Community Resource Centers that offer free training, recreation, library and Internet access services from 9 a.m. to 9 p.m. Support and develop stronger partnerships with community associations, nonprofit organizations, churches and businesses to provide one-stop social services. Sponsor. January, May and September Family Life Expos featuring health, fitness, parenting, nutrition, adult education, money management, job referral and self-employment seminars. Mandate full funding for all University of the District of Columbia operations, programs and services. Gradually expand the UDC into a major regional public university system (New Washington University) for science, technology, business, government, humanities and diverse arts. Develop an adult-oriented College Bound program to increase adult District resident enrollment in local colleges and universities. Better-educated adult residents attract more businesses to the District, as well as increase employment and tax revenues.

SOLUTION 8: Improve Senior Citizen Services and Protections

Simplify the process of diverse senior social services into one-stop operations. Develop and expand a District-wide House-Call Assistance Program that brings diverse social services and assistance directly to the homes of senior citizens. Sponsor the legislation of an Elders Security Act to protect senior citizens against diverse forms of fraud and violence. Increase inspections of health and retirement facilities, and enforce swift and severe penalties against violators of the Elders Security Act. Mandate a lower sales tax of 4% on specific products and services for seniors with fixed annual incomes below $20,000. Provide free monthly Metro passes for senior citizens age 65 and over. Create and operate a free Metro accessible Bethune Academy training school to prepare young and older adult students in geriatric and pediatric care-giving skills. The one-year school will train, qualify and guarantee graduates a job in the District's expanding need for quality childcare and assisted living care services. Higher quantities of trained childcare providers attract more businesses with working parents.

SOLUTION 9: More Shopping/Entertainment and Resource Centers

Support and expand community partnerships to build at least 20 (7-day) year-round Metro accessible Community Resource Centers that offer free training, recreation, library and Internet access services from 9 a.m. to 9 p.m. Create and construct Millennium Center, Anacostia Center, Potomac Center and Capital Center as District government owned and operated entertainment/shopping complexes located at Metro stations. Develop District government partnerships with select major retailers to anchor, own and operate five Metro accessible multi-level Megaplex supermarket/variety shopping centers. Mandate that 50% of any Megaplex shopping center retail space be use by District-based small businesses owned and operated by District residents. Establish all-year Tax-Free Fridays and an end-of-the-month Tax-Free Weekend for all retail businesses, including restaurants and hotels. Build the Ellington Center as a Metro station accessible entertainment complex offering the 3,000-seat Ellington Theater, 6 performing arts auditoriums, 6 independent cinema theaters, 12 practice/training rooms and a local performing arts museum/gift shop. The Ellington Center facilities will primarily be used to anchor and support District-based performing arts groups. Develop a partnership with The Walt Disney Company to build and operate a Metro station accessible all-year indoor Disney Center amusement park along the Anacostia River. Foster better-trained District retail and service personnel by establishing a Metro accessible free occupational training center. The four-month curriculum at Capital Commerce School will train and qualify 16-60 year old students for employment in diverse retail, service and administrative occupations. High quality trained residents increase their employability, as well as stabilize and attract more businesses, shoppers and tax revenues into the District.

SOLUTION 10: A Real Statehood Plan for A New Washington

Organize a national daily campaign to contact, petition and politically support diverse political leaders, Congressional Representatives and Senators of both parties to support true American democracy. Establish numerous non-partisan sponsorship-partnerships with diverse Senators, Representatives and Governors to promote New Washington statehood and the slogan, "New Washington - Democracy's Capital State". Develop a functional and complete written state constitution that certifies our preparedness to operate as a state government. Promote an accountability timeline to certify the logistical efficiency of critical District government agencies to consistently function as state level operations. Maintain operational and service fail-safe systems, and reduce operational dysfunction at all agency levels by streamlining procedures for maximum effect, quicker response, efficient service performance and greater District resident satisfaction. During all of the next Presidential and Congressional election years, proactively/continuously organize a national voter referendum and media campaign to support total District citizen-controlled New Washington statehood by the year 2010 . . .

NEW WASHINGTON - DEMOCRACY'S CAPITAL STATE!


He says it's about "Taxation Without Representation." However, in Mr. Williams' Washington we have Taxation Without Expectation!... Without expectation of accountability, respect, affordable quality housing, 1 St class public hospitals, high quality public education, upgraded emergency services, expanded District resident employment, efficient public services or a functional statehood action plan. Working in DC Public Schools and in the Office of the Chief Financial Officer was an eye opening experience to what is very wrong in Mr. Williams' Washington - and what will be right in a New Washington. A New Washington where public servants genuinely serve the public - a New Washington where administrative efficiency and fail-safe service will be a standard operation that is rewarded for effective results. Most of all, a New Washington where the chief executive never breaks the promise of good government and accountable action to the people that pay his salary.
At age 49, after 28 years of community activism, news journalism, business communications, District government service, parenting and grand parenting - I know it is time for a real change! My own first-hand experience with many other truly hard working public servants demanded a real standard of excellence for serving the public. A consistent standard of excellence and leadership that always protects OUR interests, not Mr. Williams' Special Interests. An effective standard of public service that is responsive and respectful - a higher standard of public service that will no longer delay or deny the right and responsibility of true statehood by 2010. Truly, in 2002, the time is here, the time is now, the time is ours and the time is right for a New Washington - Democracy's Capital State!
