He says it's about "Taxation Without Representation." However, in Mr. Williams’ Washington we have Taxation Without Expectation!...Without expectation of accountability, respect, affordable quality housing, taxpayer funded public hospitals, high quality public education, upgraded emergency services, expanded District employment or a REAL statehood action plan. Working in DC Public Schools and in the Office of the Chief Financial Officer was an eye opening experience to what is very wrong in Mr. Williams’ Washington – and what will be right in a New Washington. A New Washington where public servants genuinely serve the public. A New Washington where administrative efficiency and excellence will be a standard operation, and rewarded for effective results. Most of all, a New Washington where the chief executive never breaks the promise of good government and efficient service to the people that pay his salary.

At age 49, after 28 years of community activism, news journalism, business communications, District government service, parenting and grandparenting – I know it is time for a REAL CHANGE! My own first-hand experience with many other truly hard working public servants demanded a real standard of excellence for serving the public. A consistent standard of excellence and leadership that always protects OUR interests, not Mr. Williams' Special Interests. An effective standard of public service that genuinely serves the public. A higher standard of public service that will no longer delay or deny the respect and responsibility of true statehood by 2010. Truly, in 2002, the time is here, the time is now, the time is ours and the time is real for a New Washington -- Democracy's Capital State!

No longer will our hopes and needs be ignored to benefit the Special Interests of others. No compromises on accountability. Uncompromising respect for Washingtonians and their right to good and effective government.

STRENGTHEN HEALTH AND EMERGENCY SERVICES . . .

Return and upgrade all of D.C. General Hospital as a first class public health center, including guaranteed funding and supported with first rate equipment and salaries for our medical, police and fire professionals.

FIRST CLASS PUBLIC SCHOOLS AND TEACHER SALARIES . . .

Develop our schools into public academies that support the basic, new and special education needs of all children. Pay teachers a $40,000 annual base salary to attract and keep the best and most effective teachers. Create supportive partnerships with local universities and colleges to enhance public education standards.

TRIPLE DISTRICT-WIDE AFFORDABLE NEW HOMES . . .

Develop strategic public and private partnerships that speed-up the construction of affordable new and renovated homes in all areas of the District. Finance and turnover abandoned houses to District residents.

REDUCE INCOME/SALES TAXES AND ELIMINATE WASTE . . .

Establish a lower income tax rate ceiling of 8.3%, and a 5% sales tax. Guarantee by law the use of taxpayer funds for public health, police, fire, education and employment services. End waste by enforcing penalties and giving rewards.

INCREASE AND PROTECT EMPLOYMENT OPPORTUNITIES . . .

Selectively attract businesses that create quality employment opportunities for District residents. Enforce stronger and swifter penalties against businesses and individuals that practice or promote discriminatory hiring, firing, promotion and services. Mandate first-preferences for DC residents in all job openings.

STRONGER FAMILY AND YOUTH ASSISTANCE PROGRAMS . . .

Develop and support services that strengthen new and older struggling families. Streamline coordination between diverse agencies, organizations and businesses that empower families and individuals to succeed. Create year-round career and business training programs that guarantee permanent jobs for residents 15-25.

IMPROVE SENIOR CITIZEN SERVICES AND PROTECTIONS . . .

Support and improve services that bring comfort and security to our elders. Create new partnership programs that use the experiences of seniors. Enforce strong-swift penalties that protect seniors from consumer fraud.

MORE MAJOR SHOPPING AND RECREATION CENTERS . . .

Provide strategic incentives for businesses to build and maintain more Metro station accessible shopping centers. Create year-round 7-day recreation/training/learning centers in underserved areas that stay open 9 am-11 pm.

A REAL STATEHOOD PLAN FOR THE NEW WASHINGTON . . .

Produce and take action on a scheduled and functional action plan to bring true American democracy and total District citizen-controlled statehood by 2010...the 51st state of New Washington—Democracy’s Capital State.
