Council (at-large)
I love this city and I am devoted to its people. That's why I have past 35 years
working to make the District of Columbia a bets whether in public life or on my own as a
volunteer with worthy organizations.
When my three kids were in DC public schools, I served on the Board Education from
1974-82. Student test scores improved and back-to-basics policies were implemented. During
my first term on the Council (1985-89) I was described as a "lone voice of fiscal
restraint" because I spoke out - and voted - against the bloated budgets and rampant
spending. Since returning to an at-large Council seat in 1997, I have worked hard to fix
what was broken and to ensure that our city delivers reliable and efficient services
remaining steadfastly on the road to recovery.
I have been accessible and responsive throughout my years in elected office. I have
never shied away from the tough decisions. I bring a record of strong ethical principles
and no patience for anything less. And I bring what I believe to be a well-deserved
reputation for being open minded and straightforward. These are characteristics you can
continue to expect from me if I am re-elected to the Council. I hope that you will keep me
there for you for another four years.

CAROL'S RECORD
- Introduced first tax reform legislation which got the ball rolling on a tax package to
attract new residents, businesses and jobs
- Passed strong protections for whistle-blowers who expose government waste, fraud and
abuse
- Provided consistent oversight of the Public Works and Motor Vehicles departments,
holding 100 hearings as Chair of the Public Works and Environment Committee since 1999
- Secured additional funding for service improvements at Public Works, Motor Vehicles and
other city agencies
- Fought to gain greater control and coordination of utility cuts on city streets
- Helped balance city budgets and achieve budget surpluses since returning to the Council
- Backed measures to fight crime and protect citizens by putting more police on the
streets
- Promoted tax and other incentives to bring new economic development across the city
- Toughened laws against drunk driving
- Backed full funding for DC Public Schools
- Created financial and hoes-purchase incentives to attract qualified teachers to DCPS
- Increased funding to plant more trees and take better care of older trees
- Funded waterway clean-up efforts and advocated use of cleaner vehicles by government
agencies and by Metro as part of her strong commitment to environmental protection
- Worked to improve safety for cab drivers and service and reliability for passengers
- Introduced and got passed a law to provide free parking at meters on Saturdays and
evenings
- Remains accessible and responsive to those she serves, answering every constituent
correspondence and keeping home phone number listed
- Endorsed by the American Federation of Government Employees, the DC Chamber of Commerce,
the DC Medical Society and the Sierra Club among others, and received highest rating for
at-large candidates from GLAA
- Carol has been an active and vocal proponent of Home Rule and voting rights in Congress
for DC citizens, and a long-time fighter for equal rights for all regardless of race,
gender, creed, national origin or sexual orientation
