"Ward '7' Deserves Better!"

I am a hardworking taxpayer who just happens to have been born in our Nations Capital (3rd Generation Washingtonian). I was educated in our public school system to include the University of the District of Columbia (ADC).

1 spent six years in the US Army and have served in managerial and leadership capacities with the US Postal Service, Fannie Mae (Federal National Mortgage Association), and currently with my own consulting firm GRUFF & associates, Inc.

I have lived in Ward 7 for the last nine (9J years, married 22 years, and have 3 children. I am a concerned citizen and seek to insure that our ward and city make the best use of our hard earned tax dollars ........

Why should you vote for me?

I am a third generation Washingtonian, who has lived in this city most of my life. I was educated in this city. I owe my very existence to this city. I had children graduate from public school in this city, and my youngest son is currently attending public school in this city. I bring new leadership, commitment, and vision; to lead Ward-7 into the next millenium. As your City Council representative, I will never forget that I Work For You.

I am committed to improving Ward 7 in the following areas:

Economic Stimulation

  • I would like for Ward 7 to become the next Silicon Valley on the East Coast. Using a combination of financial and tax incentives, in addition to federal programs earmarked for economic development, I will seek new technology based companies to set up shop in Ward 7.
  • Review and Restructure our business tax and license requirements.

Reinvigorate our Public School System

  • I will advocate for full funding and the return of operational responsibility back to our Educators
  • Return Alternative methods and Vocational/Trade opportunities back to our public school system.

Improve Our Recreational Facilities & Public Safety

  • Our children need some constructive activities and organized competition, to occupy idle time.
  • Our seniors need to feel safe to walk (exercise) throughout our ward. If we can occupy idle fine that will surely reduce the crime rate. I will advocate for full funding, and the adjustment of operation hours for all of our recreational centers.
  • I will advocate full funding for each police Astrid to include staffing by tapping into other resources provided at the federal level.
  • Public safety also includes redirecting traffic f lows and speed throughout our ward. I think its time our residents be free to park in front of their homes without the fear of losing their car and/or life.

Implement Automation Initiative

  • Improve city services by decreasing processing time for Businesses and Drivers permits and other license requirements
  • Evaluate pay and benefits for all city employees to insure they are not below industry standards.
  • Improve Real Estate assessments, timeliness and accuracy.
  • Improve Personal, Property, and Business Tax processing and refund turn-around time.

reevaluate Metro and our Public Transportation System

Many residents of Washington, and particularly Ward 7 depend on Metro to get to and from work and other public places. Has Metro adapted to changing dynamics of our city and Ward 7? Has Metro's cost cutting caused unnecessary delays, overcrowded busses/subways, etc? Washington needs a strong advocate for Public Transportation on Metro's Board of Governors.

reevaluate Social Services Priorities

HIV is growing at an alarming rate within our community. The procedure required to adopt a child is laden with layers of sometimes unnecessary red tape. It is time that someone works with our public health system to reassess priorities and cut the backlog of pending cases.

Cut Personal/Business Taxes

1 strongly support reducing the amounts currently paid for both personal and business taxes. We as citizens of the District pay more taxes than at least 10 states in this country. The time has come to readjust the tax tables to effect economic and population growth for our city.

I will work hard and establish direct line communications with each and every ANC Commissioner in Weird 7. Over Sixteen (16) years Computer and System Programming and seven years Project Management experience. Specialty includes identifying and coordinating solutions to complex business, major financial, accounting and production systems for both the US Government and private industry.

  • Five Years Consulting and Independent Contracting
  • Six Years with the U. S. Army
  • Six Years with the Federal National Mortgage Association (Fannie Mac)
  • Three years with the U. S. Postal Service
  • One Year with U. S. Department of Commerce

Experience

  • Improve our public School System by returning control back to our Educators and holding them accountable.
  • Improve Our city services by implementing new Automation initiatives.
  • Work Closer with Metro in establishing public transportation priorities
  • Improve Social Services by reevaluating priorities, and cutting the backlog of cases.
  • ReEvalute Personal and Business tax rates.
  • Restoration of Home-Rule

Once our leaders demonstrate the ability to make sound financial decisions regarding this city, our rights for Home-Rule will be returned and we can eliminate the necessity for a Financial Control Board.
