Housing & Homeownership
- Support market-rate housing in Foggy Bottom, Chinatown, Logan Circle, and the Southwest
communities, in keeping with the historic neighborhood character
- Increase homeownership opportunities in Logan Circle and address resident and community
concerns at Claridge Towers, Horizon House, James Apartments, Frontier Housing Dwellings,
and the 1400 block of R Street
- Introduce legislation to increase university-student home ownership
- Develop plans for five thousand housing units to be built in downtown in three years
- Protect residents from displacement from their housing because of over-development

that are administered by Department of Human Services, and Addiction Recovery and
Rehabilitation Administration
- Research the development of a Regional Recovery and Treatment Facility at Oak Hill

- Require Metro to change all their diesel buses to natural gas by 2003

- Support for Community Policing, PSAs:
- The District of Columbia is divided into 83 police service areas. The PSAs range in size
from several square blocks that make up a single neighborhood to a few square miles that
encompass several neighborhoods.
- Each PSA is led by a lieutenant, who is accountable for the overall quality of police
services on that PSA. The PSA lieutenant is assisted by a regular team of PSA sergeants
and officers. Individual residents, community organizations and other stakeholders work
with the PSA team by providing information, participating in PSA meetings and helping to
design and implement problem solving strategies.
- Support the Re-deployment of Police Officers to put more officers on the streets

- Increase residential input concerning disbursement of city-owned school properties

residential neighborhoods
- Develop a plan for DC agencies to help control under age drinking on M Street
- Monitoring and inventory of Public Hall Licenses
- Increase inspections for crowd control at ABC establishments
- Increase health and sanitation inspections at food establishments
Logan Circle & Blagden Alley
- Eliminate prostitution and consistently enforce laws that seize the automobiles of
prospective johns
- Targeted outreach initiatives to the homeless population with the ultimate goal of
bettering their lives and reducing the impact on quality of life
Shaw, Northwest One, & Chinatown
- Stop further Convention Center and new hotel development intrusion into residential
neighborhoods
- Increase employment opportunities at the Convention Center construction site and the
finished site for Shaw residents
- Turn on the lights at Kennedy Playground and Shaw Junior High recreation facilities and
keep them on until 10pm
- Develop a new outdoor swimming facility
- Eliminate open-air drug markets by addressing the root causes of the problem and demand
consistent police enforcement
- Seize nuisance properties of negligent landlords
Southwest
- Revitalize Waterside Mall and the Southwest Waterfront into a "Main Street"
shopping district
- Renovate Landsburg Park into a state-of-the-art recreational facility
- Expand the Arts and Theatre District into Southwest
- Support the residents on what development they would like on the Waterfront

Dear Gay, Lesbian & Bisexual & Transgender Community,
I am writing to ask for your Vote and Support for my candidacy for Ward 2 City
Councilman, on Election Day, Tuesday September 12.
For the last eighteen years, as a long term resident of Ward 2, I have been an openly
gay activist working on your behalf, lobbying and supporting gay, lesbian and bisexual and
transgender causes and issues. I was first elected in 1990, as an openly gay candidate for
the Advisory Neighborhood Commission, then re-elected in 1992, as Vice-Chairman of ANC 2F,
Logan Circle. I have also been active with various political and social gay and lesbian
organizations. I was appointed to the Mayor's Office and the HIV & AIDS Community
Planning Committee in 1995, and assisted with the Ryan White Care Act Funding, I was also
instrumental in the distribution of HIV & AIDS services.
During my tenure as an ANC commissioner, I was able to work on some wonderful projects
like the development of the Whitman Walker Clinic's Elizabeth Taylor Medical Facility,
located at 14th & R Streets, NW. For years, I have participated and supported many
causes, including the annual AIDS WALK, AIDS RIDE and Capitol Pride Festivals, to name a
few. I will continue to be supportive of the many gay and lesbian owned and operated
businesses in our city that we so much rely on. Much work still needs to be done, both in
our community and city government.
I will continue to work on your behalf for all issues including, gay, lesbian, and
bisexual and transgender issues. I need your vote, please come out and vote and support
our efforts on Tuesday, September 12. Encourage your neighbors to vote, arrive with five.
