Consider what Jack is doing for you and the other residents of Ward 2:LOWERING YOUR TAX BILLIn 1999, Jack introduced and helped secure passage of a sweeping five-year tax plan that will reduce the highest income tax rate for residents and business by over 10%. Jack's plan also cuts from 6% to 4% the taxes paid by residents who earn less than $10,000. EMBRACING DIVERSITYWard 2 is the most vibrant and diverse part of the city, and Jack is committed to keeping it that way. He supports rent control to retain an economically diverse population. He has also been a leader on rights for gays and lesbians, including his successful efforts to repeal the District's anti-sodomy law and his outspoken leadership in support of DC's "domestic "partners" law. PRESERVING HISTORIC NEIGHBORHOODSJack worked with residents throughout the Ward to stop illegal demolition of historic buildings like those next to the landmarked 2501 Pennsylvania Avenue in Foggy Bottom. He helped residents in their efforts to have the greater 14th Street and Shaw neighborhood declared historic districts. ENCOURAGING ECONOMIC DEVELOPMENTFrom helping to bring Fresh Fields to Logan Circle and supporting the construction of the new Washington Convention Center in Mount Vernon Square to ensuring adequate funds for the renovation of the Southwest fish market and linking the Shaw-Northwest One Task Force with DC's economic development office, Jack has been working to bring vital economic activity to all parts of Ward 2. PROMOTING PUBLIC SAFETYPublic safety of all DC residents remains one of Jack's most important concerns. He is a vocal and consistent advocate of increased foot patrols and fought for aggressive anti-panhandling legislation to curb the intimidation of residents, especially the elderly. He also worked closely with residents to rid neighborhoods of prostitution and illegal drug use. FOSTERING RESIDENTIAL DEVELOPMENTJack cut government red tape to allow construction of 94 townhouses at 8th and G Streets, SW, just one of dozens of residential projects underway throughout Ward 2. He also helped change city tax laws to encourage developers to build houses and apartments and fewer commercial buildings especially in Downtown and Chinatown. PRESERVING RECREATION AREAS AND GREEN SPACEFrom the renovation of Stead Playground in Dupont Circle to the construction of new $3 million recreation center at Kennedy Playground in Shaw, Jack has led the fight for first-class recreational facilities in Ward 2. He has also been an advocate for the proper maintenance of the thousands of trees in Ward 2 that make Ward 2 one of the greenest places in DC. MAKING MORE PARKING AVAILABLE TO RESIDENTSThroughout Ward 2, Jack has convened task forces to find ways to make for parking available to residents. Ideas such as lengthening residential parking restrictions in Georgetown are already working. Jack also sponsored and won passage of legislation to prohibit students with cars registered out-of-state from receiving residential parking permits.
