Resolution: Vote of "No Confidence ", Kevin Chavous, Council Member, Ward 7, Council of the District of Columbia

Whereas, comparison of his performance record with "Criteria, Councilman: Ward 7", drafted in 1982 by Ward 7 Citizens for Progress, Inc. and received, amended and approved on February 15, 2000 finds Mr. Chavous below standard and inadequate in every category, and

Whereas, during Mr. Chavous' tenure in the position, Ward 7 has suffered and endured serious deterioration in all aspects of life and living, and

Whereas, Mr. Chavous has failed to provide the leadership, coordination and oversight necessary for progress toward accomplishment of any specific goals and/or objectives in Ward 7, and

Whereas, Mr. Chavous' lack of attention to his responsibilities has resulted in disunity, lack of cohesiveness and disharmony among the communities within the Ward, and

Whereas, Ward 7 is replete with earmarks of urban blighting neglect-boarded up, abandoned building, vacant schools, overgrown lots and public spaces, cracked, uneven non-existent pavement and clogged sewers, unsightly, dangerous areas, unimproved alleys, streets in need of repair, dumping, open-air drug markets, and

Whereas, during his more than seven years in office, Mr. Chavous has not only subjected Ward 7 and its residents to various indignities, but has also contributed to the demise of respect for Ward 7 as a viable area of the city, and

Whereas, Ward 7 continues in reduction in population because of the erosion of "quality of life" issues and service, and

Whereas, Mr. Chavous' demonstration of disrespect and discourtesy to his constituents raises questions about his commitment to and concern for the Ward 7 community, and

Whereas, Mr. Chavous' pursuit of outside, personal interests makes it impossible for him to provide sufficient time and energy to recognize, understand, analyze, and even attempt to resolve the multitudinous problems which are pervasive in Ward 7, and

Whereas, Mr. Chavous' solution to any and every problem appears to be to hold a Hearing, and

Whereas, Mr. Chavous' sparse legislative agenda has proved contrary to the needs and interests of Ward 7, and

Whereas, Mr. Chavous' has deliberately not represented the ideas and positions of the majority of Ward 7 residents in his legislative decisions, and

Whereas, Mr. Chavous has neither developed nor attempted to develop a mechanism for cooperative, inclusive decision-making, and

Whereas, it is our opinion that Mr. Chavous' divisive courses of action make him a liability to Ward 7,

Be it therefore resolved that the Far Northeast-Southeast Council, Inc. the umbrella group for Civic Associations, ANC's and other organized groups in Ward 7 (founded in 1932) adopts this Resolution of "No Confidence" in Mr. Kevin Chavous, Councilman; Ward 7, Council of the District of Columbia both as incumbent in and candidate for re-election to the Position.
