Cropp Dear Chairman Cropp: In accordance with section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), which established the Comprehensive Housing Strategy Task Force, I am pleased to nominate the following persons for appointment:
as members of the Task Force, representing banking or financial service institutions, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the for-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the non-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, with expertise in housing policy from the academic or nonprofit community, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the philanthropic community, for a term to end l - year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the employer-assisted housing provider, for a term to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the multifamily property owner community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the residential real estate profession, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that advocates for the production, preservation, and rehabilitation of affordable housing for lower-income households, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing low-income tenants, for a term to end 1-year from the date a majority of the first members are sworn-in;
as citizen representative members on the Task Force, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that provides supportive housing services including housing counseling, financial management, in-kind assistance, or legal representation, for a term to end 1-year from the date a majority of the first members are sworn in; and
as members of the Task Force, representing government agencies, including independent housing agencies, for terms to end 1-year from the date a majority of the first members are sworn-in. Enclosed you will find biographical information detailing the experience of the above-mentioned nominees, together with proposed resolutions to assist the Council during the confirmation process. Bailey to the Comprehensive Housing Strategy Task Force. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Milton J. Bailey Confirmation Resolution of 2004". Sec. 2. The Council of the District of Columbia confirms the appointment of: Mr. Milton J. Bailey as a representative member of the Comprehensive Housing Strategy Task Force, established by section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), representing the District of Columbia Housing Finance Agency, for a term to end I-year from the date a majority of the first members are sworn-in. Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately. Milton J. Bailey Executive Director: District of Columbia Housing Finance Agency (HFA), Washington, D.C. '01 -Current (returned to HFA 9/4/01) Appointed by the HFA's Board of Directors and confirmed by the Council of the District of Columbia, the Executive Director, with the assistance of a 52-person staff, formulates and implements single-family and multifamily housing policies, plans and programs that help the District government increase the city's supply of safe, decent and affordable housing. Also responsible for providing leadership and training, directing the agency's financial, administrative and business affairs, and managing its $9.1 million operating budget and $2.1 billion combined MRB portfolio Significant Accomplishments: (a) developed Five-Year Living Business Plan that aligns individual, group and agency goals with strategic affordable housing objectives of the District; (b) obtained local, Congressional and Presidential approval to own, develop and operate affordable housing projects; (c) expanded to $6 billion the HFA's National Taxable Mortgage Loan Program with Wells Fargo which provides low-interest FHA insured single family mortgage loans incorporating 4% down payment and closing cost assistance to homebuyers nationally; (d) increased net assets from $16.5 million to $75.7 million; and (e) funded the development of more than 9,100 rental and ownership housing units. Director: Department of Housing and Community Development (DHCD), Washington, D.C.'00-'01 Appointed by the Mayor and confirmed by the Council of the District of Columbia, the Director, with the assistance of a 142-person staff, formulates and implements the housing policies and plans of the District of Columbia; manages the financial and program affairs of the Department; administers its $75.8 million operating budget, including CDBG, HOME, ESG, HOPWA, appropriated, letter-of-credit and capital, funds; manages the Department's $25 million Housing Production Trust Fund; administers the affairs of the Redevelopment Land Agency (RLA) and finances the production of single and multifamily housing and community-based economic development initiatives. Significant Accomplishments: (a) developed Target Area Strategic Investment Plan; (b) developed Five-Year Comprehensive Plan; (c) developed Three-Year Federal Funds Spending Plan; (d) developed Mayor's Legislative Housing Agenda; (e) implemented Risk Management Plan; (f) converted IDES information technology system to HDS system; (g) initiated GIC information system conversion; (h) re-established Housing Production Trust Fund; (i) negotiated the transfer of $250 million of RLA assets to the National Capital Revitalization Corporation; (j) invested HOME Funds with HFA to yield 3.75% mortgage rates; (k) established property disposition division; (I) initiated transfer of property maintenance activities to Office of Property Management; (m) overhauled programmatic and investment functions; (n) strengthened internal and external performance and accountability standards; (o) aligned staff functions with mission, policy and spending objectives; (p) implemented employee training and incentive programs; (q) funded the development of more than 5,000 rental and ownership housing units; (r) streamlined Homestead Program; and (s) placed the 25-acre Camp Simms site under development. Executive Director: District of Columbia Housing Finance Agency (HFA), Washington, D.C. '94 -'00 Appointed by the HFA's Board of Directors and confirmed by the Council of the District of Columbia, the Executive Director, with the assistance of a 32-person staff, formulates and implements single-family and multifamily housing policies, plans and programs to help the District government increase its supply of safe, decent and affordable housing. Also responsible for providing leadership and training, directing the HFA's financial, administrative and business affairs, and managing its $2.5 million operating budget and $1 billion combined MRB portfolio. Significant Accomplishments: (a) served as HUD PAE under Mark-to-Market program; (b) purchased corporate headquarters; (c) obtained a "BBB" Issuer Credit Rating from Standard & Poor's and geared the agency toward receiving an "A" rating from Moody's Investor Services; (d) obtained local, Congressional and Presidential approval to overhaul HFA's enabling Legislation; (e) obtained HUD and IRS approval to increase District's Target Areas from 61 to 157 of its 192 census tracts; (f) established Target Area Builder Bond Program; (g) established Loan Guarantee and Credit Enhancement Fund; (h) first HFA in nation to monetize Section 8 McKinney Act revenues; (i) established multifamily Risk Sharing Program; (j) eliminated $14.4 million GDBG and appropriated debt; (k) increased net assets from -$6_4 million to $16.5 million; (I) recruited 17 area banks to serve as Participating Lenders; (m) diversified homeownership programs; (n) developed Five-year Strategic Plan and Five-Year Business Development Plan; (o) overhauled Accounting, Personnel and Procurement Manuals; (p) developed and implemented $500 million National Taxable Mortgage Loan Program with GMAC which provides low-interest FHA insured single family mortgage loans incorporating 4% down payment and closing cost assistance to homebuyers nationally; (q) implemented employee training and incentive programs; and (r) funded the development of more than 4,100 rental and ownership housing units. Deputy Director: Department of Housing and Community Development, Washington, D.C. '93 -'94 Engaged by the Director, the Deputy Director is responsible for assisting with the formulation and implementation of the housing policies of the District of Columbia Government; managing the financial and program affairs of the Department; administering its $42 million operating budget, including CDBG, HOME appropriated, and capital, funds; managing its Housing Production Trust Fund; and financing the production of single-family and multifamily housing. Significant Accomplishments: (a) funded the development of more than 2,000 rental and ownership housing units. Associate Vice President: Legg Mason Wood Walker, Incorporated, Public Finance Department, Baltimore, MD '91 -'93 Engaged by the Managing Director, an Associate Vice President is responsible for marketing and delivering the firm's investment banking services to state and local governments, health and higher education institutions, housing authorities and tax-exempt organizations. Significant Accomplishments: (a) structured and managed in excess of $450 million of fixed and variablerate bond issues. Program Manager: Executive Office of the Mayor, Office of Business and Economic Development, Washington, D.C. '82-'91 Engaged by the Director, the Program Manager is responsible for developing and implementing new financing programs for the City. Significant Accomplishments: (a) established and managed the District's Public/ Private Activity Revenue Bond Program; (b) diversified its financial assistance platforms to reduce small and nonprofit business dependence upon appropriation-based loans; (c) structured in excess of $1.3 billion in tax-exempt and taxable bond issues; and (d) earned annual program revenues of $1A million.
