A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Mr. Stanley W. Sloter to the
Comprehensive Housing Strategy Task Force.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Comprehensive Housing Strategy Task
Force Stanley W. Sloter Confirmation Resolution of 2004".
Sec. 2. The Council of the District of Columbia confirms the
appointment of:

as a member of the Comprehensive Housing Strategy Task Force,
established by section 2 of the Comprehensive Housing Strategy Temporary
Act of 2003, effective December 9, 2003 (D.C. Law 15-52), representing
multifamily property owner community, for a term to end I-year from the
date a majority of the first members are sworn-in.
Sec. 3. The Council of the District of Columbia shall transmit a copy
of this resolution, upon its adoption, each to the nominee and to the
Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Stanley W. Sloter

Stanley W. Sloter is the President and founder of the
Paradigm Companies. Paradigm is a fullservice development, construction
and property management firm with operations in the Washington, D.C. and
the mid-Atlantic region. Paradigm has developed over 6,000 urban and
high rise residential apartments and condominiums many as ventures with
pension funds, landowners and even local Governments. Paradigms
reputation is built on its ability to conceptualize complex residential
projects and follow through with accurate budgets and project oversite
such that the investor the community and the ultimate residents realize
value added throughout the process.
Paradigm Construction Company acts as a general
contractor in the construction of apartment and condominium projects for
both Paradigm Development Company and third party owners. Paradigm
Construction is active throughout the Mid-Atlantic region specializing
in high density, Historic and other complex residential projects.
Paradigm undertakes $100 million per year in general contracting and
construction management work of which approximately 30% is Paradigm
Development affiliated.
Paradigm Management Company oversees the operation of
over 7,500, luxury garden and high density apartments including 1,500
affordable units. The majority of which are located in mixed income
developments. Managing primarily Paradigm developed projects, Paradigm
Management is an industry leader in residents services, developing
systems for quality reporting to institutional investors, and in
preserving and maximizing asset value through day to day operations for
owners.
While Stanley is extremely busy with the responsibilities
of Paradigm, he is also very active with various community affiliations
such as KidsPeace National Center for Kids in Crisis and The Harbor
School where he is the Chairman / Director for both associations. Also,
Stanley is a member of the Arlington County Housing Commission and a
Director of the Arlington based Classika Theatre. Significant past
experience included serving as the President and Director of the
Arlington Housing Corporation (now know as AHC, Inc.) Arlington County's
largest not for profit housing provider.
Stanley graduated from Lycoming College with a Bachelor
of Arts in Chemistry-Management and received his Masters in Business
Administration from the University of Pittsburgh. Prior to initiating a
career in development, Stanley's background was in construction lending
with Pittsburgh National Bank.
