Cropp Dear Chairman Cropp: In accordance with section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), which established the Comprehensive Housing Strategy Task Force, I am pleased to nominate the following persons for appointment:
as members of the Task Force, representing banking or financial service institutions, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the for-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the non-profit housing production community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, with expertise in housing policy from the academic or nonprofit community, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the philanthropic community, for a term to end l - year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the employer-assisted housing provider, for a term to end 1-year from the date a majority of the first members are sworn-in;
as members of the Task Force, representing the multifamily property owner community, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing the residential real estate profession, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that advocates for the production, preservation, and rehabilitation of affordable housing for lower-income households, for a term to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing low-income tenants, for a term to end 1-year from the date a majority of the first members are sworn-in;
as citizen representative members on the Task Force, for terms to end 1-year from the date a majority of the first members are sworn-in;
as a member of the Task Force, representing an organization that provides supportive housing services including housing counseling, financial management, in-kind assistance, or legal representation, for a term to end 1-year from the date a majority of the first members are sworn in; and
as members of the Task Force, representing government agencies, including independent housing agencies, for terms to end 1-year from the date a majority of the first members are sworn-in. Enclosed you will find biographical information detailing the experience of the above-mentioned nominees, together with proposed resolutions to assist the Council during the confirmation process. Wilbourn to the Comprehensive Housing Strategy Task Force. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Comprehensive Housing Strategy Task Force Beverly J. Wilbourn Confirmation Resolution of 2004". Sec. 2. The Council of the District of Columbia confirms the appointment of: Ms. Beverly J. Wilbourn as a member of the Comprehensive Housing Strategy Task Force, established by section 2 of the Comprehensive Housing Strategy Temporary Act of 2003, effective December 9, 2003 (D.C. Law 15-52), representing the employer-assisted housing provider, for a term to end I-year from the date a majority of the first members are sworn-in. Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor. Sec. 4. This resolution shall take effect immediately. BEVERLY WILBOURN Principal Director Fannie Mae Washington, DC Partnership Office Beverly Wilbourn is Principal Director and head of the Fannie Mae District of Columbia Partnership Office. Ms. Wilbourn rejoined Fannie Mae in January 2004. In her current capacity, she will work with leaders, nonprofits, and public sector partners to maximize Fannie Mat's resources in community development, affordable mortgage financing, and multifamily housing in DC, Prince George's County and Montgomery County. She will direct Fannie Mae's outreach efforts and develop partnerships throughout the region to increase low-, moderate-, and middle-income families' access to affordable homeownership and rental opportunities. Prior to joining Fannie Mae, Ms. Wilbourn was a founding partner of the law firm of Curry & Wilbourn. At Curry & Wilboum, Ms. Wilbourn specialized in affordable housing transactions and initiatives, nationally and in the District of Columbia. Most recently Ms. Wilbourn devoted considerable time to the HUD HOPE VI program, representing lenders, developers and housing authorities in the redevelopment of public housing sites into mixed income communities. The efforts allow Ms. Wilbourn to combine her construction experience, knowledge of HOME and CDBG funding and ability to work closely with local community development corporations and governmental agencies in these multi-faceted projects. She also represented for profit and nonprofit community development corporations, advising them on development strategies and opportunities, especially in distressed communities. Local representations include Wheeler Creek HOPE VI in Anacostia - 108 homeownership units, 30 lease to purchase units and a community center; Oxford Manor -- a successful tenant sponsored purchase of 240 unit complex using low income tax credits and CDBG funds; major churches in the redevelopment of church owned properties; and many of Fannie Mac's ACF and tax exempt bond transactions. Ms. Wilbourn was previously employed at Fannie Mae, first as Associate General Counsel, specializing in affordable multifamily housing initiatives, and later as the initial Director of Housing Impact for the Northeastern Region of Fannie Mae. Ms. Wilbourn is active in the civic community of the District of Columbia and has run unsuccessfully for an At Large (or citywide) scat for the City Council of the District of Columbia. She ranked second in a crowded primary field, with affordable housing for all District residents as the centrepiece of her platform. Ms Wilbourn is well known in local and national housing and community development issues and is often a speaker on housing matters. Prior to becoming an attorney, Ms. Wilbourn practised as a licensed landscape architect for ten years, serving as designer, project manager and construction supervisor for numerous development projects. Ms. Wilbourn holds a Bachelor of Science in Landscape Architecture degree from The Ohio State University where she was awarded the Distinguished Alumnus Award and a Juris Doctor degree from the Georgetown University Law Center. |
